NK Man Arrested on Six Charges After Foot Chase In Newport
The following arrest information was supplied by the Newport Police Department. It does not indicate a conviction

Samuel Richter, 20, of 75 Oak Hill Road, North Kingstown, was arrested around 3:07 a.m. on Sunday for obstructing an officer, resisting arrest, simple assault/battery, possession of alcohol in public, possession of alcohol by a minor, and occupying a park after closing.
While patrolling Queen Anne Square, police saw three men sitting in the park. When told to leave, all but Richter got up to walk away. Richter had to be told twice to leave.
As he got up, police saw a spilled beer can where Richter was sitting. According to reports, Richter said the beer was his and asked police “for a break.”

During questioning, Richter told police his name was Tommy and said he did not have an ID. When asked if he could give further information, he said his name was really Tommy and that he wouldn't give any more information. He then ran off down the street.
After a foot chase through a side street, an officer found him lying in a side yard on Spring Street. He got up and ran again, throwing a wooden pallet and a garbage can, hitting the officer twice.

Richter was surrounded by backup officers, taken to the ground and handcuffed. He was transported to the station for booking.
