NK Man Charged With Attempting to Break Into Cars
Jonathan Patrick Toolin, 20, of 79 Union Drive, Apt. D110 in North Kingstown was arrested Jan. 15 at 2 a.m. on charges of manipulating vehicles with malicious intent, resisting arrest and attempted larceny.
Police arrived in the area of Devils Foot Road after receiving a call of a male suspect attempting to break into cars. The caller, a neighbor in the area, said he saw the man (later identified as Toolin) looking into cars in the pouring rain, eventually setting off one of the car alarms before fleeing.

Police later found him in the woods nearby, lying face down in the underbrush. According to reports, Toolin refused to comply with an officer’s orders to show his hands, prompting the officer to pepper spray him. Another neighbor positively identified Toolin as the person he saw attempting to break into the cars.
Newport Woman Charged With DUI, Wanted on Multiple Warrants

Jamie Lynne Palmer, 29, of 7 Dresser Street, Apt. 1C in Newport was arrested Jan. 15 at 9:24 p.m. on charges of driving under the influence and driving with a suspended license, along with four warrants for her arrest and two bench warrants – one out of Fourth District Court and another out of Sixth District. She was also cited for refusing to submit to a chemical test.
Narragansett police put out a bulletin for Palmer’s car after she was reportedly involved in a hit and run in that town. North Kingstown police pulled Palmer over after seeing her car, with what appeared to be fresh damage to her passenger side fender. According to reports, Palmer told police she had about three to four beers that night.
She allegedly denied being in an accident that evening, even though the officer noted that it looked like there were handprints on the damaged fender, as if someone “attempted to wipe away any damage.” The officer’s report also notes that Palmer had bloodshot and watery eyes, slurred speech and her breath smelled of alcohol.
According to police, Palmer failed her field sobriety test and was brought to the North Kingstown Police Department on suspicion of drunken driving. At headquarters, she refused to take a breath test or use her confidential phone call.
Providence Man Caught Driving With License
Elder Herrera, 26, of 34 Atlantic Ave. in Providence was arrested Jan. 16 at 11 p.m. on charges of driving without a license.
Police pulled Herrera over after he allegedly rolled through a stop sign. During the stop, officers learned that Herrera did not have a license and that he was not an American citizen.
