Witnesses told Metro Police Phelps took out several street signs, hit some cars and very nearly hit two people lying in hammocks.

“Probably about 15 to 20 people waiting at the café, and there were people across the street waiting. This is a busy street, people are walking their dogs, they’re with their children on bikes, so I mean it could have been a really, really bad situation,” Brooke Hoover, who was waiting tables at a nearby restaurant and whose car was hit, told WKRN.
