The driver was stopped because road work was blocking his lane and when it cleared, he sped off, witnesses told police, and then allegedly hit the three pedestrians and kept driving. The victims were walking in the road as there is not a sidewalk in the area.

The driver, who was not identified, turned himself in a few hours later.
