League City PD Identify Officer Who Shot Carjacker
Officer Stephen Massey, a nine-year police veteran, is on paid administrative leave.

LEAGUE CITY, TX — The identity of a League City police officer who shot and killed a robbery suspect last week has been released.
Officer Stephen Massey, who has been with the department for nine years, is on administrative leave while the Galveston County Sheriff’ Office investigates the shooting death of 18-year old Alvaro Herrera.
The shooting happened on Jan. 23 in the 1600 block of Laslina Ln. in League City.

Herrera was accused of attempting to steal a woman’s car outside of a CVS store and hitting her in the head with a pipe, before taking off on foot.
When officers arrived, they found the injured woman, who gave police a description of the man who hit her and tried to steal her car.

Police put out a description of the suspect and began searching for the man in the area, which included a nearby subdivision.
Not long after the description was broadcast, Massey found Herrera, who matched the description, walking in the 1600 block of Laslina Ln, and tried to detain him.
Massey said Herrera attacked him and went for Massey's weapon, forcing Massey to shoot him several times.
Herrera died at the scene.
Police were able to confirm that Herrera was the man who attacked the woman and tried to steal her car.
