Crews are working to restore electricity and clear roads, while officials warn that flooded streets, dark signals, and damaged infrastructure can sharply increase crash risks and disrupt daily life.
   

2. El Paso council adopts budget, raises property taxes (burgtelegram.com) — El Paso residents face a higher property tax bill after City Council approved a $658.6 million general fund budget and a 79.8‑cent rate that adds about $105 a year to an average‑value home. The 6‑2 vote followed heated debate over service levels, pay raises for elected officials, and looming firefighter contract costs that could further pressure city finances.

El Paso County to host overnight campout at Ascarate Park (kfoxtv.com) — El Paso County is inviting families to an overnight campout at Ascarate Park on September 26–27, featuring night fishing, a campfire, and stargazing. Admission is $10 for most adults and $5 for children, seniors, and veterans, with registration open through September 25 at the park office. Picnic shelters can also be reserved for an added day of outdoor fun.
   

4. Texas public hospital lands $1.1M to replace aging water lines before severe weather strikes (thecooldown.com) — University Medical Center of El Paso is getting $1.1 million to replace aging water and stormwater lines under Alberta Avenue, strengthening its ability to stay open during severe weather. The upgrades aim to protect essential hospital operations and keep care accessible for El Paso families who rely on the region's safety-net hospital.
   

5. Jury hears 2-hour interrogation video in El Paso double-murder trial of Gabriel Ramirez (cbs4local.com) — Jurors in an El Paso capital murder trial spent about two hours watching the defendant's police interrogation, as local officers and a psychiatric doctor testified about his statements and mental health. Prosecutors say the El Paso man is accused in the 2022 deaths of his girlfriend and aunt, while testimony described drug use and self-inflicted injuries. The jury is scheduled to return Monday as the high-profile case continues downtown.
