Fort Worth Wins Transparency Stars Award

The program recognized the city for going above and beyond when it comes to contracts and procurement.

Last week, the City of Fort Worth celebrated receiving the fifth of six Transparency Stars from acting Texas Comptroller of Public Accounts Kelly Hancock.

The city noted the achievement in a Monday blog post. According to the post, the program recognizes local governments for going above and beyond in transparency efforts by posting required data online, providing clear and meaningful financial information, and offering other relevant information publicly.

The state comptroller conducts regular reviews of each awardee, ensuring ongoing accuracy and completeness. The fifth and most recent Transparency Star awarded to Fort Worth is for excellence in the Contracts and Procurement category.

The award criteria includes the following metrics:

  • Spending on procurement and contracting activities in total and per capita.
  • Total number of publicly posted bidding and contracting opportunities.
  • Total number of closed bids/solicitations or awarded contracts.
  • Total dollar amount of bids received from bid invitations or requests for proposals.
  • Total dollar amount awarded from contracts.
  • Time trend showing authorizations versus actual expenditures for the past five fiscal years.
  • Total contracts broken down by business sector for the last completed fiscal year.

In 2025, the city won in four categories, including Traditional Finances, Debt Obligations, Public Pensions, Open Government and Compliance.

Fort Worth applied for its sixth and final Economic Development Transparency Star award on March 31.

Hancock presented the award to Mayor Mattie Parker, members of the Fort Worth City Council, and Financial Management Services staff in-person last week.
