4 Arlington Residents Appointed To Key VA Board Positions By Youngkin

ARLINGTON, VA — Gov. Glenn Youngkin's office announced on Friday a slew of key administration and board appointments, including four people from Arlington.

  • Amir Kirkwood of Arlington, President and CEO, Locus: Youngkin appointed Kirkwood to the Clean Energy Advisory Board, which is charged with establishing a pilot program to disburse loans and rebates for the installation of solar energy infrastructure to households with low- to moderate-income. The funds originate from the U.S. Department of Energy's Low-to-Moderate Income Solar Loan and Rebate Fund. Kirkwood oversees Locus, a statewide community development financial institution. The nonprofit supports small businesses, affordable housing , healthy food access and clean energy by providing technical and financial assistance.
  • Dr. Irma Becerra of Arlington, President, Marymount University: Becerra was appointed to the Science Museum of Virginia, which provides guidance to Virginia's public colleges, universities and research centers, as well as the commonwealth's seven arts and cultural institutions. Becerra has been Marymount University's president since July 1, 2018. In her first six months on the job, she launched the Arlington university's "Momentum" strategic plan to guide the school through 2026.
  • Heather Hopkins of Arlington, Head of Defense Policy, Amazon Web Services: Hopkins was named to the Capitol Square Preservation Council, which oversees the planning of projects that affect the Virginia State Capitol in Richmond. This includes other historic buildings near the capitol and Capitol Square. With more than 20 years of experience in national security, Hopkins joined AWS in the fall of 2022. In that role, she serves as the company's representative on defense-related issues on Capitol Hill and at the U.S. Defense Department.
  • Michelle Ramos Domingue of Arlington, General Counsel, Navy Mutual Aid Association: Domingue was named to the Joint Leadership Council for Veterans Service Organizations, which provides advice and assistance to the governor, the Virginia General Assembly and the Department of Veterans Services on issues relating to the veterans community. Since 2020, Ramos Domingue has served as Navy Mutual's general counsel, providing legal advice and governance support for the organization's board of directors and professional staff.
