Arlington Seeks Public Input Tuesday On 13-Year Capital Improvement Plan

Arlington County will hold a public hearing Tuesday on its proposed FY 2027-2039 Capital Improvement Plan. Here's how to participate.

ARLINGTON, VA — Arlington County residents will have an opportunity Tuesday evening to weigh in on a proposed 13-year Capital Improvement Plan that outlines major investments in public facilities, transportation, utilities and other infrastructure through 2039.

The Arlington County Board is scheduled to hold a public hearing on the proposed Fiscal Years 2027-2039 Capital Improvement Plan (CIP) at 6:30 p.m. Tuesday, July 7, at 2100 Clarendon Blvd., Suite 307.

The CIP serves as the county's long-range blueprint for building, maintaining, upgrading and replacing public facilities and infrastructure. Updated every two years, the plan guides investments over the next decade in projects ranging from parks and libraries to transportation, stormwater, water and sewer systems, technology infrastructure and community centers.

Unlike Arlington's annual operating budget, which pays for day-to-day government services and personnel, the CIP focuses on long-term capital investments. County officials say the two plans are developed separately but are closely linked because new facilities and infrastructure often create future operating costs.

Long-Term Planning For County Infrastructure

According to Arlington County, the proposed CIP is designed to address both immediate infrastructure needs and long-term priorities. The planning process allows the county to identify projects years in advance, refine their scope and cost estimates, and incorporate public input before funding decisions are made.

The county says investments included in the plan can affect many aspects of daily life, including recreation facilities, public safety equipment, transportation improvements, bicycle infrastructure, and replacement of aging water and sewer lines.

The County Board is expected to adopt the FY 2027-2039 Capital Improvement Plan during its July meetings.

How To Participate

Residents may testify at Tuesday's public hearing by registering online through the County Board website, by calling the County Board Clerk's Office at 703-228-3130 between 8 a.m. and 5 p.m. Monday through Friday, or by signing up in person before the hearing. Speaker registration closes at 6:30 p.m. Tuesday.

Those who cannot attend may submit written comments by emailing CountyBoard@arlingtonva.us. Written comments will become part of the public record and will be considered during the County Board's deliberations.
