Arlington Technology Official Recognized With Lifetime Achievement Award
Arlington's David Herlihy will be honored for technology work that improved county digital services.

ARLINGTON, VA — David Herlihy, Arlington County’s chief of digital innovation and cloud, has been selected for a lifetime achievement award recognizing his work delivering public services to residents.
Herlihy was chosen for the Lifetime Achievement for Delivering Services to Citizens by the Service to the Citizen Awards Program, according to Arlington County. The awards recognize public servants whose work improves services that affect the public.
“I’m incredibly honored to accept this award on behalf of the County and all the staff in Arlington County’s Department of Technology Services (DTS) who continue to push to provide the best-in-class application and data services to our community and County employees,” Herlihy said in a statement.

Work In Arlington
Herlihy joined Arlington County in 2018. Since then, he has helped set the county’s technology strategy and led development of new technology efforts, according to the county.
During that time, Arlington has been named the No. 1 Digital County by the Center for Digital Government and the National Association of Counties four times, including three consecutive years from 2022 through 2024.

Under Herlihy’s leadership, Arlington developed and adopted an artificial intelligence strategy and implementation plan, according to the county. That work included the creation of AVA, Arlington’s Virtual Assistant, the county’s first virtual agent and chatbot, in 2019.
County Technology Projects
Herlihy also led Arlington’s move to the cloud and modernization of county application and data platforms, work the county said benefited both staff and the Arlington community.
He also helped lead and collaborate on updates to the county’s public website, with the goal of making it easier and more efficient for residents to find and access county resources.
Before joining Arlington County, Herlihy was senior director of information technology at the Consumer Technology Association, where he led modernization of the association’s member platform and cloud migration efforts. He also previously worked at Volkswagen of America, Blackboard and Northrop Grumman.
Herlihy is scheduled to be officially recognized at a ceremony on Friday, Sept. 18, 2026.
