Bizarre Con Job: Arlington Police Say Man Befriends Women, Then Steals from Them

Police say the man claims to be a doctor but then bilks women out of large sums of money.

ARLINGTON, VA — Police are asking for more possible victims to come forward after discovering that a man has been conning women in the D.C. area by pretending to be a doctor and then bilking them out of money, according to a report from the Arlington County Police Department.

The latest incident happened Nov. 28, when police were called to the 2500 block of S. 9th Road to a report of a burglary in progress at 4:30 p.m.

"Through the course of the investigation, officers determined that the suspect, Willbrod Frank Lukamilwa, had unlawfully entered the female victim’s apartment while she was away," the report states. "He had befriended the victim several weeks prior. The suspect was found to be in possession of and had completed transactions with the victim’s credit cards."

Lukamilwa, 42, had been arrested by Montgomery County Police back in June for committing a theft scheme in Maryland, and in 2012 Lukamilwa "fraudulently represented himself as 'Head of Nursing' at a local hospital," telling the victim that he could help her get into a nursing program, the report states. In reality, Lukamilwa took $13,500 in "tuition" from the victim, and then cut off all contact with the woman.

"The suspect has a history of alleged fraud schemes and detectives believe there may be additional victims," the report states. "The suspect is known to befriend men and women under the ruse that he is a doctor or is associated in the medical field. He may make promises of obtaining employment for the victims in exchange for a monetary fee. No employment is ever secured. Lukamilwa may also defraud individuals by gaining their trust and then beginning to borrow large sums of money, without the intent to repay."

Lukamilwa, who also goes by Frank Wilbert Ramaphosa, faces charges of unlawful entry, credit card larceny, and credit card fraud.
