Montoya has U.S. permanent resident status, which allows the CBP to detain and further investigate him whenever his case in Fairfax County is resolved.
"The United States is a welcoming nation; however, CBP remains ever vigilant in intercepting travelers who are suspected of violating our laws and require further scrutiny," said Wayne Biondi CBP Area Port Director for the Port of Washington Dulles.
