Police Cruiser Strikes, Kills Pedestrian In West Falls Church

The officer had a green light when the cruiser struck the pedestrian, according to Fairfax County Police.

FALLS CHURCH, VA — A Fairfax County police cruiser struck and killed a pedestrian on a major Falls Church area roadway early Sunday, Oct. 20. It was the county's 14th fatal pedestrian crash in 2019.

The Mason District Station officer had been responding to a call about disorderly subjects when the pedestrian was struck near Arlington Boulevard and Graham Road. Police say the officer had a green light on eastbound Arlington Boulevard and hit the pedestrian in the left lane.

The officer provided aid before rescue personnel arrived. The pedestrian was taken to the hospital and pronounced dead. The victim was identified as Carlos Romeo Montoya, 40, of an unknown address.

"This is a tragic event for our community and my prayers continue for the deceased, their loved ones and for the officer involved," said Police Chief Ed Roessler Jr. in a statement.

According to police, the crash investigation will determine how fast the officer was driving. The speed limit in that area is 45 miles. Police do not believe the officer activated the cruiser's emergency lights.

The officer was reassigned to administrative duties pending results of an investigation. The investigation results will go to the Commonwealth’s Attorney for Fairfax County.

An area of Arlington Boulevard including the Graham Road intersection is being studied for improvements. The Virginia Department of Transportation opened a survey through Oct. 31.
