NoVA Healthcare CEO Accused Of Filming Underage Girl, 2 Women

TYSONS, VA — A Falls Church man who serves as president and CEO of a national healthcare organization is facing 34 criminal charges after Fairfax County police said an investigation that began with reports of women and a teenage girl being unlawfully recorded in Tysons led detectives to evidence of child pornography.

Shawn Gremminger, 44, was arrested with assistance from Metropolitan Washington Airports Authority Police at Ronald Reagan Washington National Airport on Aug. 27, according to Fairfax County police. Gremminger is president and CEO of the National Alliance of Healthcare Purchaser Coalitions.

Police said the investigation began after officers responded to the 1900 block of Chain Bridge Road around 12:30 p.m. on Aug. 16 and 17 for reports of unlawful filming. Detectives said a man used a cellphone to record three people — two 18-year-old women and a 16-year-old girl — while they were visiting multiple stores in the Tysons area.

Police Say Electronic Devices Revealed Additional Evidence

During one of the incidents, one of the victims and a family member confronted the man, but he left before officers arrived, police said. Detectives with the department's Tysons Urban Team used automated license plate reader technology during the investigation and identified Gremminger as the suspect, police said.

Police said Gremminger was initially charged with two counts of unlawful creation of an image of another, one count of unlawful creation of an image of a juvenile, production of child pornography and 30 counts of possession of child pornography.

Virginia court records reviewed by Patch on Tuesday show 34 pending cases associated with Gremminger: two nonconsensual filming charges in Fairfax County General District Court, two cases involving a juvenile in Fairfax County Juvenile and Domestic Relations District Court, and 30 child pornography possession charges in General District Court.

The two General District Court filming cases are Class 1 misdemeanors. Court records list the offense date as Aug. 17 and the arrest date as Aug. 28. An adjudicatory hearing in those cases is scheduled for Oct. 21.

The two Juvenile and Domestic Relations District Court cases stem from Aug. 16. One charges Gremminger with production of child pornography, while the other charges him with nonconsensual filming of a minor. Court records classify the latter as a Class 6 felony. Preliminary hearings in those cases are scheduled for Nov. 20.

Court records show the 30 possession cases have an offense date of Sept. 1. One is listed as a Class 6 felony for possession of child pornography, while the remaining cases are listed as Class 5 felonies for subsequent possession offenses. Preliminary hearings are scheduled for Dec. 2.

The court records also show a difference in Gremminger's custody status depending on the cases. The General District Court records reviewed by Patch list him as being in custody, while the two Juvenile and Domestic Relations District Court cases list his status as out on bail.

Police Seek Possible Additional Victims

Fairfax County police said detectives found evidence on Gremminger's electronic devices indicating there could be additional victims.

Victim specialists from the Major Crimes Bureau's Victim Services Division have been assigned to provide resources and assistance to the victims, police said.

The charges are accusations, and Gremminger is presumed innocent unless proven guilty.
