Grandmother Surrenders In Fredericksburg Missing Children Case

Police said the four children were safely placed with Child Protective Services in West Virginia and the suspect is held without bond.

FREDERICKSBURG, VA — A woman sought by Fredericksburg police in connection with four children reported missing surrendered to authorities in West Virginia on Friday, according to authorities.

The four children were placed in Child Protective Services in West Virginia and their alleged abductor, Shirley Williamson, is being held without bond, authorities say.

On April 6, police conducted a welfare check on four children in the 900 block of William Street in Fredericksburg. Once they confirmed that the children were doing well, the officers determined that their mother, Kierstan Randall, 28, of Fredericksburg, had an open arrest warrant through Stafford County, according to police.

Randall was arrested and then transferred to the Stafford Sheriff’s Office for processing, according to police. She was then held without bond at the Rappahannock Regional Jail.

During Randall's arrest, she turned her children over to an adult at the scene, and investigators confirmed that custody was turned over to the maternal grandmother, Shirley Williamson, 52, of Martinsburg, West Virginia, according to police.

Police notified Child Protective Services that they tried to locate the children and Williamson, but those attempts were unsuccessful. Working with Fredericksburg police, CPS obtained a removal order for the children on April 9 and worked with the Fredericksburg Police Department, according to police.

Before Williamson surrendered in West Virginia, detectives and social workers had tried to get her to cooperate with authorities, according to police. Warrants were obtained against Williamson on four counts of violation of a court custody order, holding the child outside of the Commonwealth, and four counts of causing acts rendering children delinquent, according to police.
