Herndon Police Employee Accused of Videotaping Women in the Restroom

HERNDON, VA — A former civilian employee of the Herndon Police Department has been arrested in Florida after police say he videotaped female employees in the department's Communications Center bathroom, police say.

Michael Richard Carr, 30, "abruptly resigned" from his position as a communications manager at the department Sept. 26, and ceased all contact with his family, according to a report from the Herndon Police Department. Additionally, police found information that indicated Carr might attempt suicide, and a missing person investigation was launched.

"During the missing person investigation, information was discovered that indicated Carr had illegally videotaped female employees in the Herndon Police Department Communications Center bathroom," the report states. "A criminal investigation was initiated. The preliminary investigation indicates that the video recordings were captured between November of 2011 and March of 2012."

Carr had been working as a "communications technician" in a non-supervisory civilian position within the department at the time.

Police got information that Carr was in a hotel in Orlando, Fla., and the Florida Highway Patrol arrested him Oct. 1 on five counts of videotaping a non-consenting person in a location where there is an expectation of privacy. He is being held at the Orange County Adult Detention Center, and is awaiting an extradition hearing to be send back to Virginia.

Police think the videos were limited to two victims, but the investigation is ongoing.
