Public Meetings Announced for Marine Corps Base Quantico Joint Land Use Study

Counties Seek Public Input on Community Land Use Issues

Stafford County, Virginia – Stafford, Prince William, and Fauquier Counties and Marine Corps Base Quantico (collectively called the “JLUS Partners”) are partnering to prepare a Joint Land Use Study (JLUS). The JLUS will examine cooperative planning and development efforts among the base and its neighboring communities.  The goal of the study is to encourage collaboration and compatible growth among the base and its surrounding communities.

The JLUS Partners are hosting the first round of three identical public meetings in May and June. At the meetings, they will provide an update on the JLUS progress to date, present maps and information, and seek local input and comments from the community. The public, stakeholders, and adjacent property owners are invited and encouraged to attend any one of the meetings so they may learn about the JLUS and provide important feedback.

The public meetings will be conducted in an Open House format so individuals can view displays and speak one-on-one with project staff. A formal Presentation will be  conducted at 7 PM and a Question/Answer session will be held directly afterward. Residents are encouraged to attend the meeting most convenient for them.

The public may provide comments to the JLUS Partners through many different methods. Written comments may be provided at each meeting, or sent to Ms. Kathy Baker, Assistant Director, Stafford County Department of Planning and Zoning, P.O. Box 339, Stafford, VA 22555. The public may also comment online at www.staffordcountyva.gov/quanticojlus or send an email to quanticojlus@aecom.com.  Although the JLUS Partners welcome comments throughout the study, to be considered in this round of public meetings, they request comments be submitted by June 28, 2013.

Background:

Stafford County is the lead jurisdiction sponsoring the MCB
Quantico JLUS. The Office of Economic Adjustment (OEA) within the Department of Defense administers the JLUS program as part of OEA’s Compatibility Use Program for military bases around the country. The community-driven JLUS will document existing and future operations at MCB Quantico, as well as current and planned land use and development-related proposals in Stafford, Prince William, and Fauquier Counties, near the base’s boundaries.

The JLUS process is managed by a Policy Committee, which includes officials from each of the localities and the base, and a Technical Advisory Group, consisting of technical representatives from the same entities.  Each jurisdiction appointed their own representatives to serve on the committees.

As public input is a critical element of the JLUS, a variety of public participation opportunities are available. These include stakeholder interviews, briefings, a project website (www.staffordcountyva.gov/quanticojlus), and public meetings. The next rounds of public meetings will occur in late summer and fall. The JLUS is scheduled to be completed by the winter of 2013/2014.
