Saul Centers Wants To Add Store To The Glen Shopping Center

Before the developer can attract a new tenant, the 20-plus year old proffer agreement will have to be changed.

The owners of the Glen Shopping Center off Touchstone Circle want to build a new store between the McDonalds and Capital One bank.

But the company, Saul Centers, will have to amend its proffer agreement with Prince William County, before it can build on the site.

Saul Centers, who acquired the shopping center more than 20 years ago, does not own the McDonalds. The company has been trying to market the property between the McDonalds and Capital one, but the the 20-plus year old proffers do not allow construction between the shopping center driveway that aligns with Troupe Street and the intersection of Touchstone Circle with Old Bridge Road/Prince William Parkway. It appears that the McDonalds and the bank are the only two pad sites that are currently allowed even though there is plenty of space to add a third site.

Sherman Patrick, of the law form Compton and Duling, said the owners will have a better site to market if this technicality is fixed.

If the County Board of Supervisors approves the proffer amendment,  the architectural requirements and other development standards for the shopping center will not be impacted, Patrick said.

The proposal has not been scheduled for review by the Planning Commission.

Saul Centers representatives will present the plans to the Lake Ridge-Occoquan-Coles District Civic Association and Planning Environment Land Use Committee in March.
