Leesburg Health Inspections: Panda Cafe, Potbelly Sandwich Shop

Several restaurants around Leesburg and western Loudoun County recorded violations during recent health department inspections.

LEESBURG, VA — Several restaurants in the Leesburg area recorded violations during recent inspections from the Loudoun County Health Department. The most recently published inspections occurred between March 2 and March 8.

Many COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

    • Date inspected: March 3
    • Total violations: 1
      • Observed milk in cottage kitchen refrigerator cold holding at improper temperature (49F). Refrigerator ambient air at 46F.
  • Panda Cafe, 707-F Market St, East Leesburg, VA 20176
    • Date inspected: March 3
    • Total violations: 4
      • Observed time as a public health control used for cooked noodles and cut cabbage not marked or otherwise identified to indicate the time that is 4 hours past the point in time when the food was removed from temperature control.
      • Observed shrimp thawing at room temperature in the 3 compartment sink.
      • Employees observed working in the food service area without proper hair restraints. Employee was observed with long, shoulder length hair with no form of hair restraint.
      • Observed rice scoop stored in standing water at 64F.
  • Potbelly Sandwich Shop, 1008 Edwards Ferry Rd NE Leesburg, VA 20176

    • Total violations: 2
      • Tested the concentration of the quaternary sanitizer 0 PPM at 3 compartment sink.
      • Sliced cheddar 47F and diced chicken in bags 47F at improper cold holding temperatures.

    • Date inspected: March 3
    • Total violations: 5
      • Observed ice machine in need of cleaning. Ice was in contact with parts of the machine in need of cleaning.
      • Observed individual containers of half & half and a carton of half & half cold holding at improper temperature in mini fridge refrigeration unit. Half & half temperatures observed at 49F and 50F.
      • Observed 7 containers of cooked pork with a prepared by date of 2/22/22 in need of disposition.
      • Observed pre-packaged food in a grab & go manner with no label.
      • Observed food stored on the floor in the 2 walk in freezers downstairs.

      • Observed no temperature measuring device for the high temperature dish machine. Facility has no way to test dish machine.

      • Observed: Cut tomatoes and lettuce maintaining temperature above 41F.

      • Observed no verifiable manner at all employees are aware, to report to the person in charge, information about their health and activities as it relates to diseases that are transmissible through food.
      • Observed no hand drying provision at newly constructed service area hand sink.
      • Observed hand washing sink in the kitchen by the back door to not have hot water. Per PIC, hot water was turned off due to a leak. Water observed at 50F.
      • Observed no hand washing signage that notified employees to wash their hands at newly constructed service area hand sink.
      • Observed no hand soap at hand washing sink in the newly constructed service area.
      • Observed raw shrimp stored above ready to eat (RTE) cheese and onions.
      • Observed potato slicer in need of cleaning above the 3 compartment sink.
      • Observed pork hot holding at 86F in hot holding unit.
      • Physical facility is not observed maintained according to the food regulations. Outdoor bar observed with keg dispensers.

      • Observed hand sink by 3 compartment with rubber gloves and spray cans.
  • Chen’s Garden, 9 Catoctin Cir Sw #2A Leesburg, VA 20175
    • Date inspected: March 4
    • Total violations: 2
      • Observed: raw beef being stored above ready to eat food (cheese).
      • Observed: Vents on outside of hood have accumulation of dust, etc, build-up.
  • Meadow Glen Of Leesburg, 315 Drymill Road S.W. Leesburg, VA 20175
    • Date inspected: March 4
    • Total violations: 8
      • Certified Food Protection Manager (CFPM) not available.
      • Person-In-Charge (PIC) did not identify procedures for cleaning up after vomit/diarrheal incident.
      • Employees storing drinks on cutting board and drinking while prepping food.
      • Dishwasher touching dirty dishes then touching clean dishes without washing hands in-between.
      • Raw ground beef and raw chicken stored with cooked chicken and hot dogs.
      • Cooked chicken soup dated 2/21 and cooked refrigerated chicken dated 2/21 were held longer than 7 days.
      • Butane fuel stored above food.
      • Light shields are missing on light bulbs.
  • Patama Thai Kitchen, 101 S. Maple Ave, Ste E Purcellville, VA 20132
    • Date inspected: March 8
    • Total violations: 2
      • The following methods used for cooling were not adequate to facilitate proper cooling: placing warm, cooked meat in a bag and sealing the bag, placing warm items in a container and placing the tight fitting lid on the container.
      • Observed boxes of noodles stored on the floor in the back part of the kitchen.
  • Velocity Wings, 20 Town Square #100 Lovettsville, VA 20180

    • Total violations: 5
      • Observed no hand drying provision at hand washing sink in the kitchen.
      • Observed par-cooked chicken stored above ready-to-eat (RTE) bacon bits and egg rolls.
      • Observed ice in ice machine to be used as a coolant to cool sauces.
      • Observed hot water to not meet required temperatures at 2 of 3 hand washing sinks. Per Person in Charge (PIC) hot water heater was recently replaced. Facility is aware of the issue. Kitchen hand washing sink observed at 82F, service hand washing sink observed at 81F, bar hand washing sink observed at 121F.
      • Observed hood vent in need of cleaning.
