Leesburg Restaurant Inspections: Violations At 14 Locations

Several restaurants around Leesburg, Purcellville, and Middleburg were cited with violations during recent health department inspections.

LEESBURG, VA — Several restaurants around the Leesburg area were cited with violations during recent inspections from the Loudoun County Health Department. Locations in Leesburg, Purcellville, and Middleburg were cited during inspections from Nov. 17 to Nov. 23.

As coronavirus restrictions continue to fluctuate around the state, health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

      • Observed kitchen floors in need of repair. Several tiles are cracked/ broken.

      • Observed: employee hand sink in kitchen is blocked with a tray.
      • No hand drying provisions were provided at the handwashing sink in the back of the kitchen.
      • Equipment food contact surfaces/utensils were not sanitized.

      • Observed hand sink in kitchen area covered by a baking pan.
      • Observed raw turkey stored next to raw beef in walk in cooler. Observed in reach in cooler raw beef and raw chicken stored next one another, and raw shell quail eggs stores shredded cooked chicken.
      • Observed ajiaco at a temperature of 55F and 58F in walk in cooler with a date mark of 11/17 the person in charge said the ajiaco had been in the walk in cooler overnight.

      • Observed no verifiable manner that food employees are aware, to report to the person in charge (PIC), information about their health and activities as they relate to diseases that are transmissible through food.
      • Observed live mussels outside of the food establishment (in the outside trailer) with no shellstock tag in the container. Also observed shellstock tags not in chronological order or dated when the last shellstock from the container was sold or served.
      • Observed several plates stored with clean plates in need of cleaning.
      • Observed ice machine in need of cleaning.
      • Observed several time and temperature control for safety foods (TCS) not properly dated for disposition. Foods included cooked chicken wings, deli meat, sliced cheese, cooked pasta, and sliced ham.
      • Observed time as a public health control being used for 3 large containers of cooked pasta not properly marked or otherwise identified when the time that is four hours past the point in time when the food was removed from temperature control.
      • Observed frozen fish thawing at room temperature on a prep unit cutting board. Observed fish thawing outside of the food establishment (in outdoor trailer) at room temperature. Observed shrimp thawing in standing water in the prep area.
      • Observed cooling marinara containers, live mussels, and thawing fish stored outside of the food establishment in a trailer.
      • Observed no test kit for chlorine and quaternary ammonium sanitizers used in the facility.
      • Observed harborage conditions at outside trash area. Several unused equipment that appears broken (prep unit, bar cooler, 1 door refrigerator). Also observed several trash items scattered on the ground.
      • Observed wall by the 3 compartment sink in disrepair. Wall is no longer smooth and easily cleanable.
      • Observed overall kitchen and prep areas in need of cleaning.

      • Observed coleslaw 45F, pulled pork 100F, and mac and cheese 80 F in walk in cooler tightly cover and was placed in about 15 minutes before.

      • A raw vacuum packed beef was observed thawing in standing water at 3 compartment sink
      • The ice deflector was observed with a black and red residue on it.

      • Observed food items being cold held at temperatures above the temperature safe zone. Garlic in oil was recorded at 68 F and pork dumplings at 43 F.
      • RAID cockroach spray was found stored in multiple locations. Facility is applying pesticides.
      • Avantco lowboy cooler is not maintaining time/temperature control for safety (TCS) foods at 41°F or below.
      • There were food thermometers present during the time of the inspection.
      • Observed personal food items being stored with restaurant food throughout multiple food storage units.

      • Observed personal items (cereal, ramen, and water bottle) in dry storage area as well as yogurt in walk-in cooler being stored with restaurant food.

      • Observed can opener and and deflector on ice machine with debris build up.
      • Observed diced potatoes (68 F), queso (69 F), and sausage (102 F) hot holding at inadequate temperatures.
      • Observed house pico (47 F), diced tomatoes (44 F), and shredded mixed cheese (48 F) cold holding at inadequate temperatures.
      • Observed sausage gravy in walk-in cooler stored without date marking label.
      • Observed dust accumulation on fans above food prep area in kitchen.
  • Pho Royal Restaurant, 542 Fort Evans Rd NE Leesburg, VA 20176
    • Date inspected: Nov. 23
    • Total violations: 7
      • Observed hot water under insufficient capacity throughout the establishment due to hot water heater malfunction. Water temperature at hand sink was recorded at 56 F.
      • Observed spring rolls on time control being stored with incorrect time labels.
      • Observed cut tomatoes (47 F), pho broth (51 F), bean sprouts (49 F), and cut lettuce (47 F) cold holding at temperatures above 41 F.
      • Observed food employee use gloves to touch raw beef to place on grill, then processed to use the same gloves to handle scissors to cut cilantro.
      • The handwashing facility located at the front of the kitchen is blocked, preventing access by employees for easy handwashing.
      • Food employee(s) was observed handling the following ready-to-eat foods using their bare hands: Lettuce
      • Observed food employee washing their hands in the 3 compartment sink.
