Leesburg Restaurant Inspections: Juice Shop Closed

The Loudoun County Health Department inspected several restaurants in the Leesburg area, including a location that was closed.

LEESBURG, VA — Officials from the Loudoun County Health Department inspected multiple restaurants across the Leesburg area from Aug. 4 to Aug. 10, including one tea shop that was shut down for the use of unapproved additives.

As coronavirus restrictions continue to fluctuate around the state, health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department also performs a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

  • Lightfoot Restaurant, 11 North King Street Leesburg, VA 20176
    • Date inspected: Aug. 4
    • Total violations: 5
      • Oyster tags do not contain the date indicated when the last shellstock was used.
      • Raw animal food holding in a manner that may cause cross contamination of vegetables and cooked pasta in walk-in cooler (upstairs).
      • Equipment food contact surfaces/utensils were not observed cleaned between uses with different time/temperature control for safety (TCS) food.
      • Items in salad reach-in cooler is not cold holding 41F or colder.
      • Handsink at dishwash area does not have running hot water. Cold water faucet is working.
  • Joe's Restaurant, 19375 Magnolia Grove Sq Leesburg, VA 20176
    • Date inspected: Aug. 5
    • Total violations: 9
      • The person in charge, (PIC), is not making sure kitchen staff are monitoring food temps- cooling, hot holding, cooking, receiving.
      • PIC could not provide a verifiable means showing food staff are properly trained to report signs & symptoms of illness and what the reportable foodborne illnesses are.
      • Employee observed handling dirty dishes, load dish machine, then put clean dishes away without washing hands.
      • There was no soap or paper towels at several hand-sinks in the kitchen.
      • Raw shell eggs were observed stored over milk. Raw shell eggs were observed stored over cookies.
      • Cut lettuce was observed stored in prep cooler in a closed container with water at 70°F. Asked the chef when the lettuce was cut and it was almost 4 hours earlier.
      • Cream of broccoli soup was observed hot holding at 120°F.
      • Food items are not being date marked once the food is cooked or from open commercial food containers such as tuna salad.
      • When asked, the Chef could not provide a thermometer to use to check food temps.
  • Outback Steakhouse, 225 Fort Evans Rd NE Leesburg, VA 20176
    • Date inspected: Aug. 6
    • Total violations: 1
      • 3 basin sink is not supplied with detergent nor sanitizer.
  • Loudoun Kitchen and Bar (The), 510 Market Street East Leesburg, VA 20176
    • Date inspected: Aug. 6
    • Total violations: 13
      • The person in charge (PIC) could not provide a means showing a person in a management position is a Certified Food Protection Manager, (CFPM).
      • An uncovered cup of soda was observed stored on bar railing over ice bin in the bar.
      • Paper towels were not observed anywhere close to hand sinks in the bar.
      • The hand sink in the smoking bar area was observed blocked with items stored in the sink. There was no soap or paper towels at hand sink.
      • A review of the menu shows salmon is available for customer consumption with a consumer advisory which indicates the fish may be sold under cooked. PIC could not provide documentation that the fish has met parasite control.
      • Employee observed rubbing seasoning on par cooked salmon with gloves. After employee rubbed seasoning the glove then came in contact with food utensils that were being used for ready to eat foods.
      • Employee was getting ready to plate fresh cooked salmon on plate. Chef was asked if the salmon was fully cooked and he indicated it was fully cooked. The internal temperature of the salmon was 138°F which is not fully cooked.
      • A pan of cheese sauce was observed re-heating on steam table in a double pan. The internal temperature of the cheese sauce was 96°F at 11:34 am and was placed there before 11:00 am.
      • A number of food items in the walk-in cooler were observed with internal temperature over 41°F after storing over night. Internal food temps ranged from 43-46°F in this walk-in cooler.
      • A non labeled spray bottle with a blue liquid was observed stored in kitchen prep area. There was also a spray bottle in the bar area with no label.
      • Several cases of napkins and single service cups were observed stored on floor.
      • Ice scoop was observed stored in ice bin at bar with the handling in contact with the ice used for drinks.
      • There is no covered receptacle in the toilet room used by females.
  • Sidebar, 24 South King Street Leesburg, VA 20175
    • Date inspected: Aug. 9
    • Total violations: 1
      • The internal temperature of food items in the walk-in cooler were observed as follows: House Pico 52°, veg burger 48°, cooked chicken wings 47°, corn salsa 53°F.
  • Roots @ 657, 42301 Spinks Ferry Rd Leesburg, VA 20176
    • Date inspected: Aug. 10
    • Total violations: 6
      • The person in charge (PIC) could not provide a copy of a certified food protection manger (CFPM) certification.
      • The PIC could not provide information in a verifiable means showing all food staff have been properly trained to report sings & symptoms of illness along with what the big 6 reportable foodborne illnesses.
      • The pumps used to pump salad dressing and BBQ sauce were observed with old food residue in them while stored with clean dishes
      • The mac & cheese was observed hot holding in warming cabinet with an internal temperature of 132F.
      • The quat sanitizer concentration at the 3 vat sink was observed with a concentration over 400 ppm. The sanitizer label states, sanitize concentration range is 200-4000 ppm.
      • Several spray bottles were observed with no labels while stored next to hand sink.
  • Georgetown Cafe / Kings Court, 19 S King St Leesburg, VA 20175
    • Date inspected: Aug. 10
    • Total violations: 4
      • Dish machine still in disrepair. No sanitizer for dish machine present. Dish machine does not reach required sanitizing temperature for high temperature sanitizing.
      • No chlorine test strips for chlorine used at 3 compartment sink.
      • No certified food protection manager.
      • Observed pressure gauge on dish machine broken
  • Greenheart Juice Shop, 19 E Washington St Middleburg, VA 20117
    • Date inspected: Aug. 6
    • Total violations: 1
    • Status: Business Closed, according to Loudoun County Health Department
      • Observed the following additives in the store during inspection: baobab, mucuna, schisandra berry, ashwagandha, camu camu, collagen peptides, pearl powder, ashitaba.
        • Store told to "cease use of unapproved additives or the use of approved additives in amounts exceeding those allowed by food additive regulations. Additives inappropriately used could result in foodborne illness including allergic reactions."
