Negotiations Continue Regarding Lowenbach Improvement Project
In order for construction to continue, all 29 landowners must agree to give up some of their land rights.
Following a recommendation from town staff last Tuesday, the Leesburg Town Council decided it would be best to hold off on voting on a resolution that would authorize staff to acquire right of way dedication and easements necessary to construct the Lowenbach Street Improvements Phase III (Prince Street) project.
The phase III project is a funded capital project for drainage and street improvements to include curb and gutter and a brick sidewalk along the west side of Prince Street Road between Edwards Ferry Road and North Street.
Right of way dedication and easements are still needed in order to construct Phase III. However, Land Acquisition Manager Keith Wilson said that land rights are needed from the landowners in order for construction to take place.
As of last week, 26 out of 29 landowners have agreed, he said. Negotiations will continue in order to receive the last three landownerss consent.
The awarding of the construction contract was approved on June 26, 2012, with construction of the project scheduled to begin in late July to early August 2012. The Town Council is expected to revisit the resolution next week.
