Police responded to the shooting incident at 5:52 p.m. Friday. The victim, a 43-year-old Manassas man, told police that he and Belvins, an acquaintance, were involved in a verbal altercation inside a home on Minor Hill Road that escalated; they took the argument outside.
At one point, Belvins pulled out a handgun and, as the victim tried to flee, fired in his direction, the police report said.
Other people in the home tried to detain Belvins until police arrived, but he got into a vehicle and left the scene. Police detectives were able to convince Belvins to return to the home, where he was detained without further incident, the police report said.
