Bow-Tied Stranger, Pumpkins Stolen, House Egged: Vienna Crime Report

The most recent crime report from the Town of Vienna Police.

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from December 11, 2015 – December 17, 2015. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

Some reports may be outside the date parameters due to extended investigations or other circumstances. Some cases are not included at all due to ongoing investigations. INCIDENTS

Fraud 15-012285 200 Block Cedar Lane, SE Between October 08 at 9:00 a.m. and December 17 at 1:44 p.m. A resident reported she was verifying her credit report and discovered her credit rating was extremely low. After further investigation she discovered someone had charged two ambulance rides using her name in Portland, Maine. The charges had not been paid and were sent to a collection agency.

This case is being investigated.

Petit Larceny 15-012164 500 Block Walker Street, SW Between November 22 at 12:00 p.m. and December 13 at 12:00 p.m. A Realtor responded to the Vienna Police Station to report the “For Sale” sign located in front of a client’s home had been taken. She stated the house had also been egged.

Fraud 15-012056 Northwest Federal Credit Union 231 Maple Avenue, East December 04 4:16 p.m. An employee reported an individual entered the bank and uttered a check after it had been altered. The owner of the check was contacted and stated the check had been stolen from their mailbox.

This case is being investigated.

Petit Larceny 15-012141 1000 Block Moorefield Creek Place, SW Between December 04 at 8:00 p.m. and December 05 at 8:00 a.m. A resident reported someone had taken her bicycle from her porch. She delayed filing a police report as she suspected someone in the neighborhood may have borrowed it.

Arrest – Narcotics Violation 15-012045 Maple Avenue at Park Street, SE December 11 12:46 a.m. Officer Herrera was on patrol when he observed the driver of a vehicle commit a traffic violation. As a result of that violation he conducted a traffic stop. After speaking with the driver, who was under the age of 21, he located a measurable amount of marijuana and an open container of alcohol.

Officer Herrera issued summonses to the 20 year old man from Thoroughbred Road in Oak Hill, Virginia for Possession of Marijuana and Underage Possession of Alcohol. He was released after signing his summonses.

Petit Larceny 15-012243 Subway 262 Cedar Lane, SE December 11 2:00 p.m. A customer reported she had been at the Subway and purchased a sandwich. She stated she went to the bathroom to wash her hands and placed her wallet on top of the hand drier, then left. After realizing her mistake she returned but her wallet was gone.

Assist Fire/EMS 15-012058 Maple Avenue at Glyndon Street, SE December 11 3:27 p.m. MPO Nelson responded to the area after receiving the report of a vehicle fire. Thankfully, Fairfax County Fire and Rescue personnel were in the area and able to quench the fire immediately.

Arrest – Narcotics Violation 15-012074 Maple Avenue at Branch Road, SE December 12 12:40 a.m. PFC Tracy was on patrol when he observed a vehicle with an equipment violation. As a result of that violation he conducted a traffic stop. Upon his interaction with the driver he detected the odor of marijuana emanating from the vehicle. After speaking with the driver he located a measurable amount of marijuana.

The driver, a 23 year old woman from Little Egypt Road in Orange, Virginia, was issued a summons for Possession of Marijuana. After signing the summons she was released.

Noise Violation 15-012078 The Bey Lounge 303 Mill Street, NE December 12 1:25 a.m. PFC Tracy responded to the Bey Lounge for a report of a noise violation. Upon arriving at the lounge he was able to hear music only when the front door was open to allow customers to enter or exit.

MPO Lyons responded to the area where the complaint had originated and was able to hear music from the lounge, however, it was not enough to warrant a violation of the Town of Vienna Noise Ordinance.

An employee was informed of the complaint and agreed to turn the music down.

Petit Larceny 15-012120 400 Block Roland Street, SW December 12 between 2:00 p.m. and 10:00 p.m. A resident reported someone had made off with three pumpkins from his front porch.

Missing Juvenile 15-012138 Cottage Street, SW December 13 11:20 a.m. A resident reported a young boy had been running into the street near Cottage Street and Cedar Lane, SW. He stated the boy was not accompanied by an adult and continued to run away when he called to him.

MPO Nelson responded to the area and located the boy, who was unresponsive to any type of communication. As he was transporting him to the Vienna Police Station his parents contacted the station to report their son missing.

The parents responded to the police station and informed MPO Nelson their son, who suffers from a medical condition, had wandered off while they were putting up Christmas decorations.

Suspicious Event 15-012143 400 Block Orchard Street, NW December 13 between 7:00 p.m. and 9:45 p.m. A resident reported that after hosting a party at her home she discovered her daughter was missing. MPO Seitz responded to the residence and determined the resident’s husband had taken their daughter and both were staying at a hotel for the evening.

Arrest – Driving While Intoxicated/Refusal 15-012144 Maple Avenue at Nutley Street, West December 13 11:29 p.m. MPO Seitz responded to the area after receiving the report of a vehicle stopped in the roadway with the driver slumped over the steering wheel. Upon his interaction with the driver he detected the signs of possible impairment. After failing to complete several field sobriety tests he arrested the 27 year old man from Chain Bridge Road in Vienna for Driving While Intoxicated.

The driver was transported to the Vienna Police Station where he was afforded the opportunity to provide a sample of his breath for analysis. He chose to refuse that opportunity and was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated, Refusal to Submit to a Breath/Blood Test (2nd Offense) and Driving after Forfeiture of a Driver’s License.

He was held on a $2,000.00 bond.

Suspicious Event 15-012173 200 Block Park Terrace Court, SE December 14 between 12:00 a.m. and 6:50 p.m. A resident reported she found an envelope at her rear sliding glass door. The envelope contained letters, addressed to her daughter, which she felt were derogatory in nature. She believed a neighbor may have left the envelope.

Officer Post spoke with the neighbor who had no knowledge of the letters.

Civil Matter 15-012161 500 Block Maple Avenue, West December 14 12:51 p.m. A resident responded to the Vienna Police Station to report he had been involved in a crash with another driver on December 11, 2015. He stated the other driver convinced him not to report the incident to the police. She stated she would personally take care of the damages.

The resident stated he sent her a copy of the estimate but she was now refusing to pay for the repair. He was informed this was a civil matter.

Fraud 15-012171 400 Block Blair Road, NW December 14 5:20 p.m. A resident reported she received a tax bill from California stating she owed an undisclosed amount of money to the California Tax Board. She contacted the California Tax Board and informed them she had never lived there.

She was informed someone may have filed a return using her information.

Arrest – Driving While Intoxicated 15-012218 300 Block Maple Avenue, West December 16 12:53 a.m. Officer Post was on patrol when she observed a vehicle stopped in the roadway. Officer Post approached the vehicle and upon her interaction with the driver she detected the signs of possible impairment. After failing to complete a series of field sobriety tests she arrested the 30 year old woman from White Birch Court in Fairfax, Virginia for Driving While Intoxicated.

The driver was transported to the Vienna Police Department where she was afforded the opportunity to provide a sample of her breath for analysis. After the analysis she was transported to the Fairfax County Adult Detention Center where she was charged with Driving While Intoxicated.

Mental Case 15-012240 200 Block Cedar Lane, SE December 16 11:53 a.m. An employee of the apartment complex reported hearing two individuals involved in a heated argument. He stated when he went to investigate the argument he observed one of the individuals attempting to climb over the railing of the apartment balcony.

Officer Reedy responded and spoke with the two individuals, brothers, who stated they had been involved in a heated argument and one of the brothers was suffering from anxiety issues.

Officer Reedy transported both brothers to an area hospital for an evaluation.

Juvenile Case 15-012242 The Cedar Lane School 101 Cedar Lane, SW December 16 1:30 p.m. An employee reported a student had been involved in an argument with another student and left the school grounds without permission. School staff and Officer Lyons searched the area but were unable to locate the student.

The employee attempted to contact the student’s guardian but was unsuccessful. Officer Lyons was contacted later in the day and informed the student had returned to the school.

Lost Property 15-012245 Advanced Auto Parts 311 Maple Avenue, East December 16 2:14 p.m. A citizen responded to the Vienna Police Station to report he lost his iPhone in the parking lot near the Advanced Auto Parts Store.

Suspicious Person 15-012253 700 Block Frederick Street, SW December 16 3:45 p.m. A resident reported her children had been in the front yard throwing a football. She stated she went to check on the children and observed an unknown white male in his 20’s, wearing a white dress shirt with a colorful bowtie, throwing the ball with the children. She asked him what he was doing and he replied “Just reliving my childhood”. The man returned to his vehicle and left the area prior to the arrival of the police.

Arrest - Suspicious Person 15-012251 Walgreens 225 Maple Avenue, East December 16 7:29 p.m.

PFC Tracy responded to the area after a cab driver reported a fare had fled from his cab without paying for his ride. The fare was found inside the Walgreens and stated he and the cab driver had been involved in an argument when he suffered panic attack. The fare ran to the Walgreens in an attempt to obtain a prescription for the attack.

PFC Tracy informed the fare he needed to pay the cab driver for his ride to Vienna. He stated all of his credit card accounts had been frozen and he was unable to pay.

The 28 year old man from Manor Drive in Hagerstown, Maryland was issued a summons for Defrauding a Cab Driver. After signing the summons he complained of chest pains and was transported by Fairfax County Rescue personnel to an area hospital for treatment.

Arrest – Narcotics Violation 15-012255 200 Block Cedar Lane, SE December 16 10:23 p.m. PFC Tracy responded to the area at the request of a Cedar Lane Security Guard. The guard stated he requested the driver of a vehicle to leave the area but she refused. PFC Tracy located the driver and upon his interaction with her he located a measurable amount of marijuana.

PFC Tracy issued the 22 year old woman from Lee Landing Drive in Falls Church, Virginia a summons for Possession of Marijuana. She was informed by the security guard to leave the area and not return.

She was released after signing her summons.

Civil 15-012256 1400 Block Cottage Street, SW December 16 11:57 p.m. MPO Seitz responded to a residence for a landlord/tenant dispute. Upon arriving he spoke with the tenant who stated she returned home to find the deadbolt, which she has no key, was locked preventing her from entering the home.

The landlord responded and stated the tenant needed to move out. MPO Seitz explained the eviction process. He also informed him he was not permitted to lock out his tenant.

Noise Complaint 15-012295 The Bey Lounge 303 Mill Street, NE December 17 11:29 p.m. PFC Tracy responded to the Bey Lounge in reference to the report of loud noise emerging from the business. The only noise that could be heard was when the door was opened to allow customers to enter or exit.

MPO Lyons responded to the area where the complaint originated and was unable to hear any noise from the Bey Lounge.

The manager advised he would turn the music down to prevent any further complaints.
