The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from Aug. 22-28, 2014. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

INCIDENTS
Suspicious Event 14-09659 400 Block Upham Place, NW Between February 01, 2013 at 9:00 a.m. and August 25, 2014 at 9:00 a.m. A resident reported he had given his tax returns to an individual to deliver to his accountant. He stated while verifying his tax records for the refinance of his home he discovered his return had been altered without his knowledge.

PFC Vazquez informed the resident that he should also contact the IRS to inform them of the altered tax return.
Forgery 14-09550 Navy Federal Credit Union 820 Follin Lane, SE Between July 21 at 9:00 a.m. and July 31 at 9:00 a.m. A citizen reported that several business checks had been forged and uttered using an E-Deposit account.
Fraud 14-09544 600 Block Sideling Court, NE Between July 24 at 6:39 p.m. and August 22 at 12:49 p.m. A resident reported that his credit card company had contacted him and informed him there were charges to his account that may have been fraudulent.
The resident verified his account and discovered several charges that had been made without his knowledge.
This case is being investigated.
Grand Larceny 14-09737 Wesley United Methodist Church 711 Spring Street, SE Between August 01 at 9:00 a.m. and August 27 at 12:47 p.m. An employee reported that two downspouts, possibly copper, had been taken from the church.
Trespassing 14-09529 McDonald’ s 544 Maple Avenue, West August 22 3:36 a.m. Officer Digan responded to the McDonald’s in regard to a silent hold up alarm that had been activated. Upon his arrival he was met by an employee who stated two men had been in the restaurant and began yelling and cursing after she told them they needed to put shoes on in order to be served.
The disorderly customers were located and informed by the employee and Officer Digan that they were no longer permitted in the restaurant.
Medical Case 14-09534 Cottage Street at Battle Street, SW August 22 8:17 a.m. Officer Reedy responded to the area for a report of an intoxicated person who may have been injured. Upon his arrival he located the individual who appeared extremely intoxicated and had injured his hand.
Fairfax County Fire and Rescue personnel transported the individual to an area hospital for treatment of his injury.
Arrest – Drunk in Public 14-09535 Cottage Street at Locust Street, SW August 22 8:26 a.m. Officer Kiley was in the area assisting Officer Reedy with an intoxicated and injured individual (See Case 14-09534 above), when he was dispatched to the report of two other individuals lying on the ground.
Officer Kiley located both individuals, one who was lying on the ground and unresponsive. Fairfax County Fire and Rescue personnel were summoned and transported the man to an area hospital for treatment.
Officer Kiley determined the second individual was intoxicated and arrested Mr. Jose Wilmer Ramos-Cedillo, 24, of Patrick Street, SE in Vienna for Drunk in Public.
Mr. Ramos-Cedillo was transported to the Fairfax County Adult Detention Center where he was to be held until he was sober.
Police Service 14-09540 300 Block Blair Court, NW August 22 10:29 a.m. Officer Reedy responded to the area for the report of an elderly female who appeared to be lost. Upon his arrival he was able to determine the woman’s identity and where she lived.
Officer Reedy safely returned the woman to her home.
Domestic Dispute 14-09545 600 Block Pine Street, SE August 22 12:51 p.m. A resident reported that she and another family member had been involved in a verbal argument.
Officer Kiley responded and determined the argument had not turned physical.
Fraud 14-09551 300 Block George Street, SW August 22 2:39 p.m. A resident reported that she had received a telephone message from an individual claiming to be an employee with the IRS. The caller stated it was imperative that the resident return the call.
The resident recognized this as a scam and did not return the call.
Suspicious Event 14-09574 600 Block Niblick Drive, SE Between August 22 at 8:00 p.m. and August 23 at 9:31 a.m. A resident reported he had found a safe in his yard which appeared to have been broken into.
The safe will be held at the Vienna Police Station until the owner can be located.
Trespassing 14-09561 Southside Park 1317 Ross Drive, SW August 22 11:01 p.m. MPO Seitz was on patrol when he discovered a vehicle parked in Southside Park in violation of the No Trespassing after Dark Ordinance. After making contact with the driver and the occupant he determined they were both juveniles.
MPO Seitz contacted the driver’s mother and after informing her of her son’s actions he allowed the son to continue home. The female occupant was without identification therefore he transported her to her residence to ensure she made it safely and to inform her mother of her daughter’s activity.
This case is being investigated.
Open Door 14-09562 Westwood Country Club 800 Maple Avenue, East August 23 12:04 a.m. An alarm company reported that a business alarm had been activated. PFC Lyons responded and located an open door to the rear of the building.
PFC Lyons and MPO Shaver searched the building and found nothing appeared to be out of place. An employee was contacted and informed of the situation.
Found Property 14-09587 Vienna Police Station 215 Center Street, South August 23 3:42 p.m.
An employee located an iPhone 5 in the front parking lot of the police station.
The iPhone will be held at the Vienna Police Station until the owner can be identified.
Vandalism 14-09645 600 Block Upham Place, NW Between August 23 at 11:00 p.m. and August 24 at 6:00 a.m. A resident reported that his home had fallen victim to an egging and the toilet papering of a tree.
Fraud 14-09652 7-11 537 Maple Avenue, West August 24 3:30 p.m. A citizen reported that while backing her vehicle out of a parking space an individual approached her in an aggressive manner and accused her of backing into his vehicle.
The citizen stated the damage to the other vehicle appeared to be old damage and she did not cause the damage. She stated the man attempted to get her personal information and became very agitated when she contacted her insurance company. She stated she felt he was attempting to get her to pay for damage that she had not been responsible for.
Suspicious Event 14-09626 Verizon Wireless 301 Maple Avenue, West August 24 4:06 p.m.
An employee reported a man had entered the store and began acting and talking in a suspicious manner.
The man left the store prior to the arrival of the police officer.
Grand Larceny 14-09639 Shell Gas Station 545 Maple Avenue, West August 25 8:26 a.m.
An employee reported a customer had left without paying for the service that had been performed on his vehicle.
This case is being investigated.
Petit Larceny 14-09652 Vienna Police Station 215 Center Street, South August 25 10:54 a.m.
A citizen responded to the Vienna Police Station to collect his wallet that had been collected from a vehicle subsequent to the arrest of an acquaintance. He stated he lost his wallet in the vehicle some time ago. When he received his wallet at the police station he reported that all the cash had been taken.
Officer Herrera informed him of the warrant process should he wish to pursue charges.
Animal Complaint 14-09635 500 Block Niblick Drive, SE August 25 11:45 p.m. MPO Shaver responded to the report of two dogs that had been barking in the back yard of a residence. Upon his arrival he attempted to make contact with the owners however no one appeared to be home.
ACO Barker will follow up with this case.
Arrest - Disorderly Conduct/Petit Larceny 14-09687 Starbucks 107 Maple Avenue, West August 26 9:49 a.m.
An employee reported that an individual had entered the store and became disorderly when the employee asked him to extinguish his cigarette. The employee stated the individual then took money from the tip jar, located next to the cash register and left.
Officer Herrera responded and located the individual in the 200 block of Maple Avenue, SE. After speaking to him Officer Herrera arrested Mr. Robert Angus McDonald, Jr., 56, of Laurel Hill Road in Vienna for Disorderly Conduct and Petit Larceny.
Mr. McDonald Jr. was transported to the Fairfax County Adult Detention Center where he was charged with Disorderly Conduct, Petit Larceny and Simple Assault associated with an incident in Fairfax County.
Domestic Dispute 14-09695 100 Block Patrick Street, SE August 26 6:40 p.m. A resident reported that he and his adult son had been involved in a verbal argument after the father requested his son move out of the house.
PFC Vazquez responded and after speaking with both the father and son they agreed to cease the arguing.
Arrest – Driving While Intoxicated 14-09711 200 Block Maple Avenue, West August 27 12:10 a.m. PFC Vazquez was on patrol when he observed the driver of a vehicle commit several traffic violations. As a result of those violations he conducted a traffic stop. Upon his interaction with the driver he detected the signs of possible impairment. After failing to complete a series of field sobriety tests he arrested Mr. Adolfo F. Lares-Romero, 20, of Ashbrooke Court in Oakton, Virginia for Driving While Intoxicated.
Mr. Lares-Romero was transported to the Vienna Police Station where he was offered, but refused, the opportunity to provide a sample of his breath for analysis.
Mr. Lares-Romero was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated and Refusal to Submit to a Breath Test and held on a $2,500.00 bond.
Grand Larceny 14-09748 1000 Block Westbriar Drive, NE Between August 27 at 3:45 p.m. and August 28 at 5:00 p.m. A resident reported that he had contracted with an individual through Craigslist to perform drywall work. The resident stated that after the contractor arrived at his house and given instructions the resident left to run errands.
When the resident returned several items to include a Television were gone as well as the contractor.
This case is being investigated.
Alcohol Violation 14-09792 South Side Park 1317 Ross Drive, SW August 28 9:41 p.m.
MPO Seitz was on patrol when he discovered a vehicle parked in the parking lot of South Side Park in violation of the No Trespassing after Dark Ordinance. While searching the area for the occupants he located the driver and a passenger, both who were juveniles. The passenger was determined to be intoxicated to the extent that rescue was summoned to take him to an area hospital for treatment.
This case is being investigated.
CRASHES
Park Street at Harmony Drive, SE 14-09350 August 22 4:47 a.m. Officer Herrera was on patrol when he discovered that two street signs had been struck by an unknown vehicle.
600 Block Tapawingo Road, SW 14-09632 August 24 7:33 p.m. A resident reported that as he was unloading his vehicle another vehicle traveling west bound on Tapawingo Road, SW struck the side mirror of his neighbor’s vehicle.
The driver of the striking vehicle did not stop.
Moore Avenue at Cottage Street, SW 14-09641 August 25 11:04 a.m. The driver of the first vehicle was traveling south bound on Cottage Street, SW.
The driver of the second vehicle was traveling west bound on Moore Avenue and stopped for the stop sign at Cottage Street, SW. The driver stated she was looking to the left and entered the intersection and collided with the first vehicle.
The driver of the second vehicle was issued a summons for Failure to Pay Full Time and Attention.
Maple Avenue at Nutley Street, NW 14-09744 August 27 2:48 p.m. The drivers of two vehicles were traveling east bound, in the same lane of travel, on Maple Avenue approaching the intersection with Nutley Street, NW.
The driver of the first vehicle was slowing when the driver of the second vehicle attempted to pass and struck the first vehicle.
Cottage Street near Oak Street, SW 14-09746 August 27 3:03 p.m. The driver of the first vehicle was traveling north bound on Cottage Street approaching Oak Street, SW.
The driver of the second vehicle was traveling south bound on Cottage Street approaching Oak Street, SW. The driver of the second vehicle drifted from their lane into the path of the first vehicle causing a collision.
The driver of the second vehicle was issued a summons for Failure to Pay Full Time and Attention.
300 Block Maple Avenue, East 14-09750 August 27 5:26 p.m. The drivers of two vehicles were traveling east bound on Maple Avenue, East in the same lane of travel.
The driver of the first vehicle stopped and the driver of the second vehicle was unable to stop in time and rear ended the first vehicle.
Maple Avenue at Park Street, NE 14-09776 August 28 1:43 p.m. The drivers of two vehicles were traveling west bound, in the same lane of travel, on Maple Avenue, NE.
The driver of the first vehicle in line switched to the left most lane in an attempt to avoid traffic however the driver then switched back to the center lane and collided with the second vehicle in line.
The driver of the first vehicle was found to be driving without a driver’s license therefore he was issued a summons for No Driver’s License.
Church Street at East Street, NE 14-09706 August 28 6:08 p.m. The driver of the first vehicle was traveling north bound on East Street, NE.
The driver of the second vehicle had stopped at the stop sign at Church Street and East Street, NE. The driver then attempted to make a left turn onto East Street and collided with the first vehicle.
The driver of the second vehicle was issued a summons for Failure to Pay Full Time and Attention.
