Public Parking Plan For Vienna Development Falls Flat

The Town of Vienna and a developer have ended the agreement to add public parking at a future commercial building.

VIENNA, VA—Plans for public parking at a future Vienna mixed use building are at a standstill. The Town of Vienna the agreement with Mill Street Development One, LLC to provide public parking at the future 223-241 Mill Street NE industrial-commercial development has been dissolved.

The developer recently informed the town of changes to the original project proposal, according to a news release from the town. Mill Street Development One eliminated the retail portion of the development, reduced the number of public parking spaces and tweaked the building's architectural details.

Last summer, the Town Council voted to purchase a public parking area of the garage for $4.6 million. The second-floor of the parking garage would have provided 121 public parking spaces.

"We’re disappointed that this private-public agreement to provide public parking spaces in Vienna’s central business district has not panned out," Town Manager Mercury Payton said in a statement. "The Town remains committed to providing additional public parking in our commercial core in order to make the area a more convenient and accessible destination."

The town and Mill Street Development One are in talks to develop a new public parking plan. The discussions include a new parking layout and purchase price. The developer has not submitted a formal proposal for project revisions.

The Mill Street parking garage would be located around the corner from Church Street and about a block to Maple Avenue, a key area for business in the town. Town officials are looking into other public parking partnerships near Church Street and Maple Avenue.
