Vienna Crime: Local Home Robbed While Family was Out of the Country + More

The week in crime in the Town of Vienna, from the Town of Vienna Police Department weekly crime report.

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from August 21, 2015 – August 27, 2015. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

Some reports may be outside the date parameters due to extended investigations or other circumstances. Some cases are not included at all due to ongoing investigations. INCIDENTS:

Burglary 15-008178 200 Block Elm Street, SW Between July 13 at 9:00 a.m. and August 24 at 8:32 p.m. A resident reported that while she and her son were out of the country someone entered her home and caused extensive damage to furniture and the walls in several rooms. She stated several items of personal property had also been taken.

This case is being investigated.

Fraud 15-008166 300 Block East Street, SE Between June 11, 2013 at 12:00 p.m. and July 01, 2015 at 12:00 p.m. A resident reported he sent an undisclosed amount of money to addresses in Ireland and Nigeria for the purchase of a bicycle. He stated the seller has not yet sent the bicycle and continues to request more money.

The resident suspects he may have been the victim of a scam. This case is being investigated.

Civil Case 15-008233 200 Block Owaissa Court, SE Between July 17 at 12:00 p.m. and July 20 at 12:00 p.m. A resident reported a neighbor had incorrectly drawn the property line between their homes and cut down several bushes belonging to the resident.

The resident attempted to contact his neighbor to pay for the bushes but has been unsuccessful.

He was informed this was a civil matter.

Petit Larceny/Destruction of Property 15-008253 1100 Block Cottage Street, SW Between August 10 at 9:00 a.m. and August 27 at 8:12 a.m. The manager of a construction company reported there had been several suspicious events occurring at the property his company is currently rebuilding. He stated copper piping has gone missing and most recently someone had taken a tarp that was covering debris in a truck.

He also stated someone had knocked over the portable restroom on two occasions. He requested extra patrols in the area during the evening.

Arrest – Narcotics Violation 15-007928 400 Block Upham Place, NW August 16 10:33 p.m. MPO Smith responded to a residence for an unknown domestic situation. Upon arriving he was informed that a family member had become upset and began destroying items in the residence.

MPO Smith was able to calm the upset family member by taking him to his room. Once in his room MPO Smith located a measurable amount of marijuana and paraphernalia. The 23 year old man from Upham Place, NW in Vienna was transported to the Fairfax County Adult Detention Center where he was charged with Possession of Marijuana with the Intent to Distribute.

He was held on a $1,000.00 bond.

Arrest – Narcotics Violation 15-007930 400 Block Upham Place, NW August 16 10:33 p.m. Officer Tremont responded to a residence to assist MPO Smith with an unknown domestic situation (See Incident Number 15-007928). While speaking with the girlfriend of the individual involved, Officer Tremont located a measurable amount of marijuana and paraphernalia in the girlfriend’s vehicle.

The 22 year old woman from Rifle Ridge Road in Oakton, Virginia was issued a summons for Possession of Marijuana. She was released after signing the summons.

Arrest – Driving While Intoxicated 15-008051 300 Block Maple Avenue, West August 21 1:16 a.m. Officer Tremont was on patrol when he observed the driver of a vehicle commit a series of traffic offenses. As a result of those offenses he conducted a traffic stop. Upon his interaction with the driver he detected the signs of possible impairment.

After failing to complete a series of field sobriety tests he transported the 51 year old man from Sharon Acres Road in Forest Hill, Maryland to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for analysis.

After the analysis he was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated and held on a $1,000.00 bond.

Medical Case 15-008053 200 Block Locust Street, SE August 21 2:56 a.m. Officer Herrera responded to a residence after a resident reported her roommate may have been injured and required medical attention. Officer Herrera spoke with the resident who had suffered a laceration and appeared to be intoxicated.

The resident was reluctant to answer questions and refused to be treated by Fairfax County Rescue Personnel. Due to his level of intoxication and the injury, Officer Herrera transported the resident to an area hospital for treatment.

Civil Case 15-008060 The Vienna Community Center 120 Cherry Street, SE August 21 11:08 a.m. A resident reported she had been having problems with a tenant and wanted him to be evicted.

Officer Post responded and informed the resident of the eviction process.

Suspicious Event 15-008068 300 Block Maple Avenue, West Between August 21 at 2:00 p.m. and 6:00 p.m. A citizen reported she returned to her parked vehicle and discovered three prescription pills had been carefully placed on the door handle. She stated this had happened on three previous occasions as well.

The pills were collected by Officer Hylinski and placed in property at the Vienna Police Station to await destruction.

Suspicious Person 15-008069 100 Block Yeonas Drive, SW August 21 7:10 p.m. Officer Hylinski responded to the area for the report of a man and woman arguing in the street. Upon arrival he spoke with the woman who stated her ex-boyfriend had shown up at her residence and began screaming at her.

She stated their relationship had been over for some time and she could not understand why he continued to show up and harass her.

Her ex-boyfriend had left the area prior to the arrival of the police officer.

Arrest – Driving While Intoxicated 15-008078 The Vienna Inn 120 Maple Avenue, East August 22 12:02 a.m. Officer Hylinski was on patrol when he was flagged down by employees of the Vienna Inn. The employees informed him a man was attempting to drive from the parking lot and appeared to be extremely intoxicated.

Officer Hylinski approached the driver of the vehicle and immediately detected the strong odor of alcohol emanating from his person. Upon further interaction he determined the driver may have been impaired. After failing to complete a series of field sobriety tests he transported the 54 year old man from Tasha Court in Manassas, Virginia to the Vienna Police Station.

Once at the police station the man was given the opportunity to provide a sample of his breath for analysis which he refused. He was then transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated (2nd within 5 years) and held on a $1,500.00 bond.

Arrest – Driving While Intoxicated 15-008079 100 Block Maple Avenue, West August 22 12:44 a.m. Sgt. Farhan was on patrol when he received information from an off-duty Fairfax County Police Officer of a potentially intoxicated driver entering the Town of Vienna. After receiving the information, Sgt. Farhan observed the vehicle traveling westbound on Maple Avenue, NW. The driver of the vehicle attempted to make a left turn onto Center Street, SW and over accelerated. The driver lost control of his vehicle, causing it to jump the curb, knocking over a lamppost and striking bushes, before returning to the roadway where the vehicle came to a stop.

Sgt. Farhan conducted a traffic stop and upon his interaction with the driver he detected the signs of possible impairment. After failing to complete a series of field sobriety tests he transported the 27 year old man from Center Street, South in Vienna to the Fairfax County Adult Detention Center where he was given the opportunity to supply a sample of his breath for analysis.

After the analysis he was charged with Driving While Intoxicated and held on a $1,700.00 bond.

Alcohol Violation 15-008081 Nutley Street at Virginia Center Boulevard August 22 2:11 a.m. MPO Seitz was on patrol when he observed two juveniles walking in the area. Out of concern for their young ages and the time of night they were out walking, he approached them and detected the odor of alcohol on their breath.

The male was placed in the back of MPO Seitz’s police cruiser, to be transported to the Vienna Police Station. MPO Seitz attempted to place the female in the rear of his police vehicle when she began to be combative and kicked the officer in the knee. Due to her combativeness she was gently taken to the ground where MPO Seitz along with the assistance of responding officers they were able to secure the female in handcuffs.

Officer Hylinski responded and placed the female in his police cruiser to transport her to the Vienna Police Station. While in route to the police station she again became aggressive and spat on Officer Hylinski.

MPO Seitz contacted the father of the male who responded to the Vienna Police Station to take his son home. The mother of the female was contacted but was unable to respond to take her daughter home. The father of the male agreed to take her to his home for the evening.

This case is being investigated.

Arrest – Noise Violation 15-008083 1100 Block Walker Street, SW August 22 7:55 a.m. Officer Post responded to a residence after receiving a report of workers performing construction on a residence in violation of the Town of Vienna Noise Ordinance. After speaking with one of the workers she determined there had been repeated violations of the ordinance at this address.

Officer Post issued a summons to the 22 year old man from South Buchanan Street in Arlington, Virginia for Violation of the Town of Vienna Noise Ordinance.

He was released after signing the summons.

Vandalism 15-008102 100 Block Locust Street, SW August 22 between 8:00 a.m. and 12:00 p.m. A resident reported that after returning home from the Farmer’s Market she discovered her rear tire was flat. The cause appeared to be from a screw.

Civil Dispute 15-008095 100 Block Church Street, NW August 22 1:16 p.m. Officer Post responded to the area to settle a dispute between two drivers over a parking space. The parking space is restricted to two hour parking and one of the drivers reported the car in the space had exceeded the allotted time.

Arrest – Drunk in Public 15-008104 400 Block Maple Avenue, West August 22 3:28 p.m. Officer Post responded to the area after receiving a report of an individual walking in the area and appeared to be intoxicated. Upon arrival she located the individual at the rear of a building and after speaking with him she determined he was intoxicated.

The 52 year old man from Main Street in Fairfax, Virginia was transported to the Fairfax County Adult Detention Center where he was charged with Drunk in Public. He was to be held until he was sober.

Police Service 15-008113 Vienna Police Station 215 Center Street, South August 22 9:37 p.m. A resident responded to the Vienna Police Station to report text messages she had received from her son’s ex-girlfriend. The texts appeared to suggest she was going to harm herself.

Sgt. Farhan contacted the Falls Church City Police Department who dispatched an officer to check on the welfare of the girl. The officer located the girl who stated she sent the texts in an attempt to get a rise out of her ex-boyfriend.

Arrest – Noise Violation 15-008137 800 Block Desale Street, SW August 23 11:22 p.m. Officer Post responded to a report of construction being performed at a residence in violation of the Town of Vienna Noise Ordinance. Upon arrival she spoke with a workman who claimed he was not aware of the Noise Ordinance.

Officer Post determined there had been several complaints regarding violations of the ordinance at this address. She issued a summons to the 39 year old man from Everleigh Way in Fairfax, Virginia for Violation of the Town of Vienna Noise Ordinance.

He was released after signing the summons.

Illegal Dumping 15-008186 400 Block Upham Place NW August 24 5:30 a.m. A resident reported someone had dumped trash and yard waste in front of his home. He stated this has occurred in the past and occurs on Monday mornings prior to the scheduled trash pick- up.

Vandalism 15-008159 Maple Avenue at Branch Road, SE August 24 8:30 a.m. A citizen reported she was driving in the area when a rock smashed through her driver’s side window. She was unable to see who may have thrown the rock.

Civil Case 15-008167 Navy Federal Credit Union 820 Follin Lane, SE August 24 1:09 p.m. An employee reported she had posted a concert ticket for sale on Craigslist. She stated after receiving an offer from a buyer, she changed her mind and decided against selling the ticket. After informing the potential buyer she was not going to sell the ticket the buyer threatened to file a civil claim against her.

Arrest – Drunk in Public 15-008185 Maple Avenue at Wade Hampton Drive, SW August 25 9:45 a.m. Officer Herrera was on patrol when he observed an individual drinking what appeared to be an alcoholic beverage and walking into the roadway. After approaching the individual he determined the 49 year old man from Huntington Avenue in Alexandria, Virginia was intoxicated.

The man was transported to the Fairfax County Adult Detention Center where he was charged with Drunk in Public and was to be held until he was sober.

Arrest – Solicitor 15-008203 300 Block Church Street, NE August 25 2:58 p.m. Sgt. Sheeran was on patrol when he observed an individual soliciting door to door. After approaching the individual he determined he had been informed earlier in the day of the need to obtain a Town of Vienna Solicitors Permit.

Sgt. Sheeran issued a summons to the 23 year old man from Summit Drive in Temple Hills, Maryland for Solicitation without a License. He was released after signing the summons.

Suspicious Person 15-008206 United States Post Office 200 Lawyers Road, NW August 25 3:52 p.m.

An employee reported a fellow employee became irate, argumentative and combative after being confronted about false statements made on her employment application.

The irate employee left the Post Office prior to the arrival of the police.

Arrest – Narcotics Violation 15-008214 Locust Street at Cottage Street, SW August 25 9:23 p.m. Officer Slebonick was on patrol when he observed a vehicle with expired state license plates. As a result of that violation he conducted a traffic stop. Upon his interaction with the driver he detected the distinct odor of marijuana emanating from the vehicle.

After further interaction he located a measurable amount of marijuana and paraphernalia. The 26 year old man from Mashie Drive, SE in Vienna was issued a summons for Possession of Marijuana and released after signing the summons.

Suspicious Person 15-008256 Jud Tile, LTD 204 Mill Street, NE Between August 26 at 12:00 p.m. and August 27 at 9:50 a.m. An employee reported a customer entered the store and requested a contractor’s discount for his purchase. The employee requested a copy of the customer’s contractor license at which time the customer stated he did not have his license with him. He stated he did have his concealed weapon permit with him and his weapon was in his vehicle. The employee felt these were suspicious statements to make in light of recent events.

The customer stated he would return with his license to return the items and get a refund. The employee informed Officer Lyons he did not want the customer on his property again.

Officer Lyons informed him to contact the police department if he returns and he would be formally trespassed from the property.

Civil Case 15-008231 Yours Truly 527 Maple Avenue, West August 26 12:26 p.m. A citizen reported she had given Yours Truly several pieces of hand crafted jewelry to sell on consignment. She stated the store closed in December and she had not been able to reach the owner to have her jewelry returned.

She was informed this was a civil matter.

Grand Larceny 15-008242 East Wing Spa 305 Maple Avenue, West August 26 between 7:00 p.m. and 11:29 p.m. A citizen stated while he was in the spa someone smashed the rear windshield of his vehicle and stole a Louis Vitton ladies bag.

This case is being investigated.

Arrest - Narcotics Violation 15-008244 Southside Park 1317 Ross Drive, SW August 26 10:24 p.m. Officer Hylinski was on patrol when he observed a vehicle in the Southside Park in violation of the No Trespassing after Dark Ordinance. As a result of that violation he conducted a traffic stop. Upon his interaction with the driver, a juvenile and an adult passenger, he detected the distinct odor of marijuana emanating from the vehicle.

After further interaction he located a measurable amount of marijuana and paraphernalia in the vehicle.

Officer Hylinski issued a summons to the passenger, an 18 year old man from Oakton Terrace Road in Oakton, Virginia for Possession of Marijuana. He was released after signing the summons.

The juvenile driver was transported to the Vienna Police Station and released to his father. This case is being investigated.

Arrest – Narcotics Violation 15-008245 400 Block Dominion Road, SE August 26 11:01 p.m. PFC Tracy responded to the area for the report of a suspicious vehicle. Upon his interaction with the driver and passenger he detected the distinct odor of marijuana emanating from the vehicle. After speaking with the passenger he located a measurable amount of marijuana.

PFC Tracy issued a summons to the passenger, an 18 year old man from Edgar Court in Falls Church, Virginia for Possession of Marijuana. He was released after signing the summons.

Found Property 15-008252 Park Street at Dominion Road, SE August 27 7:35 a.m. A concerned citizen reported a bicycle had been left in the area of Park Street and the W&OD Trail. Officer Reedy transported the silver and black bicycle to the Vienna Police Station to be held in the event the owner can be identified.

Assist Fire/EMS 15-008261 600 Block Hillcrest Drive, SW August 27 10:23 a.m. Officer Post responded to the area for the report of a bicyclist who had fallen off her bicycle and was injured. Upon arriving a witness stated the bicyclist was reading a newspaper when she fell from her bicycle into the street.

The bicyclist was transported to an area hospital for treatment of injuries suffered in the fall.

Grand Larceny 15-008272 W&OD Trail August 27 2:50 p.m. A resident reported he left his bicycle unsecured while he went fishing at Wolf Trap Creek. He stated when he returned he discovered someone had stolen his “Gary Fisher” brand bicycle.

This case is being investigated.

Suspicious Event 15-008276 Meadow Lane Park 501 Meadow Lane, SW August 27 5:32 p.m. A resident responded to turn in bones which she found in Meadow Lane Park. The items have been evaluated by the Medical Examiner’s Officer and determined to be animal bones.
