Vienna Crime Report: Dogs on the Loose at Motel, Spitting in Public + More

The weekly crime report from Vienna Police. Plus, a man answering an ad to buy a car on Craigslist pays with counterfeit cash.

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from August 08, 2013 – August 14, 2014. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

INCIDENTS

Grand Larceny 14-09230 Vienna Town Hall 127 Center Street, South Between July 01 at 12:00 p.m. and August 12 at 12:00 p.m. An employee reported that after noticing the basement to Town Hall was taking in water he discovered someone had taken the copper downspout from the outside of the building.

This case is being investigated.

Petit Larceny 14-09046 100 Block East Street, NE Between July 26 at 7:00 a.m. and August 09 at 10:42 a.m. A resident reported that the front license plate to her vehicle had been stolen.

Animal Case – Quarantine 14-09195 400 Block Park Street, NE August 06 12:00 p.m. ACO Barker received a report from the Health Department informing him that a resident’s dog, Fletcher, had bitten a friend that was visiting.

ACO Barker contacted Fletcher’s owner and informed them of the quarantine process.

Animal Case - Quarantine 14-09189 300 Block Knoll Street, NW August 06 6:00 p.m. ACO Barker received a report from the Health Department informing him that Cassie the female lab had bitten a family member.

ACO Barker contacted Cassie’s owner and informed them of the quarantine process.

Arrest – Narcotics Violation 14-08948 400 Block Old Courthouse Road, NE August 07 9:03 p.m. Sgt. Sylmar was on patrol when he observed the driver of a vehicle commit a traffic offense. As a result of that offense he conducted a traffic stop. Upon his interaction with the driver he located a measurable amount of marijuana. The driver was also in possession of alcohol and under the legal age of 21.

Sgt. Sylmar issued summonses to Mr. Brian Kenneth Rainero, 19, of Shepherdson Lane, NE in Vienna for Possession of Marijuana and Underage Possession of Alcohol.

Mr. Rainero was released after signing the summonses.

Natural Death 14-08998 400 Block Old Courthouse Road, NE August 08 9:05 a.m. A resident reported he had found his deceased elderly wife in her bedroom.

A Detective will follow up with this case.

Suspicious Event 14-08999 The Ventures Group 115 Block Beulah Road, NE August 08 9:36 a.m.

An employee reported that she believes a homeless person may be living in the back stairwell of the building. She reported that boxes belonging to the business had been tampered with and empty bottles had been left at the back door.

She requested extra patrols be conducted in the area.

Grand Larceny 14-09242 1400 Block Cottage Street, SW August 08 4:00 p.m. A resident reported he had listed a vehicle for sale on Craigslist. He stated an individual answered the advertisement and came to the resident’s home to purchase the vehicle. The resident was paid in cash however when he went to the bank to deposit the money he was informed the currency was counterfeit.

This case is being investigated.

Open Door 14-09013 400 Block East Street, NE August 08 6:54 p.m. A resident reported the front door to a neighbor’s house had been left open.

Officer Kiley responded and after checking the residence and finding nothing appeared out of place he secured the door and left information for the owners informing them of what had occurred.

Credit Card Fraud 14-09234 Giant Food Store 359 Maple Avenue, East August 08 7:33 p.m.

A citizen reported someone attempted to use her credit card at the Giant Food Store without her permission.

This case is being investigated.

Arrest - Trespassing 14-09019 The Ventures Group 115 Beulah Road, NE August 08 9:21 p.m.

Officer Kiley was patrolling the area after receiving information that someone may have been living in the stairwell of the building (See Case Number 14-08999 above). While checking the building he encountered an individual lying in the stairwell.

The individual identified as Mr. Marvin Krauskopf, 70, of 14th Street in Bradenton, Florida was issued a summons for Trespassing.

Mr. Krauskopf was released after signing the summons.

Arrest – Driving While Intoxicated 14-09024 300 Block Beulah Road, NE August 08 10:47 p.m. Sgt Elias was on patrol when he observed the driver of a vehicle commit several traffic offenses. As a result of those offenses he conducted a traffic stop. Upon his interaction with the driver he detected the signs of possible impairment.

Although the driver failed to complete the field sobriety tests he was released, due to his diplomatic status. He was however issued a summons for Driving While Intoxicated. A friend responded to the location to drive him home.

Found Property 14-09054 300 Block Maple Avenue, West August 09 6:51 p.m. A resident responded to the Vienna Police Station to turn in a bag she had found in the parking lot.

The bag contained several personal belongings however none of the items contained identification.

The bag will be held at the Vienna Police Station in the event the owner can be identified.

Arrest – Drunk in Public 14-09059 Park Street at Patrick Street, SE August 09 7:45 p.m. Sgt Elias was on patrol in the area when he encountered an individual staggering while walking, he was also waving his arms in an aggressive manner and yelling at vehicles as they passed by. Sgt. Elias approached the individual and determined he was intoxicated. Due to his level of intoxication he arrested Mr. Freddie Diaz, 31, of Cedar Lane, SE in Vienna for Drunk in Public.

Mr. Diaz was transported to the Fairfax County Adult Detention Center where he was to be held until he was sober.

Arrest – Alcohol Violation 14-09071 300 Block Moorefield Road, SW August 10 2:33 a.m. Sgt. Elias was on patrol when he observed the driver of a vehicle commit a traffic offense. As a result of that offense he conducted a traffic stop. Upon his interaction with the driver and the occupants he determined that the occupants in the rear of the vehicle had been drinking alcohol and were under the legal age of 21.

Sgt. Elias issued summonses to Mr. Nathanael David Underhill, 19, of Moorefield Road, SW in Vienna, Mr. Curtis J. Padgett, 18, of Meadow Valley Drive in Vienna and Mr. Nathaniel G. Frasier, 19, of Ayr Hill Road in Vienna for Underage Possession of Alcohol.

A fourth occupant, a juvenile, was counseled on the risks and consequences of underage possession of alcohol and released to a parent.

Arrest – Domestic Assault 14-09083 Cedar Lane, SE August 10 11:36 a.m. A resident reported that she and her husband had been involved in a heated argument that escalated when he struck her in the face.

MPO Shaver responded and after speaking with both the husband and the wife he arrested the husband for Domestic Assault.

The husband was transported to the Fairfax County Adult Detention Center where he was charged with Domestic Assault and held on a $1,000.00 bond.

The husband was also served with an Emergency Protective Order informing him to have no contact with his wife.

Arrest – Driving While Intoxicated 14-09089 Malcolm Road at Carey Lane, NW August 10 4:44 p.m. Officer Tracy was on patrol when he observed the driver of a vehicle commit a traffic offense. As a result of that offense he conducted a traffic stop. Upon his interaction with the driver he detected the signs of possible impairment. After failing to complete a series of field sobriety tests he arrested Mr. Jamieson Lee Kase, 48, of Pony Farm Court in Oakton, Virginia for Driving While Intoxicated.

Mr. Kase was transported to the Vienna Police Station where he was provided the opportunity to submit a sample of his breath for analysis. After the analysis he was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated.

Mr. Kase was held on a $2,000.00 bond.

Violation of a Protective Order 14-09090 Cedar Lane, SE August 10 5:19 p.m. A resident reported she had arrived back at her residence when she observed her husband leaving the apartment, after he had been served with an Emergency Protective Order (See Case Number 14-09083 above).

The husband had left the area prior to the arrival of the police.

PFC Lyons provided the wife with information to obtain a warrant for Violation of a Protective Order should she wish to pursue charges.

Destruction of Property 14-09110 300 Block Glyndon Street, NE Between August 10 at 8:00 p.m. and August 11 at 6:00 am. A resident reported that someone had damaged her mailbox.

Arrest – Unauthorized Use of a Vehicle 14-09099 300 Block Moorefield Road, SW August 10 11:50 p.m. A resident reported that he had observed the family vehicle being backed out of the driveway. The resident alerted his other family members and determined that all members were present and the vehicle was being driven away by a neighbor.

Officer Holcombe responded and after speaking with the residents she located the neighbor that had taken the vehicle.

Officer Holcombe arrested Mr. Nicholas Olson, 18, of Moorefield Road, SW in Vienna for Unauthorized Use of a Motor Vehicle.

Mr. Olson was transported to the Fairfax County Adult Detention Center where he was charged with Unauthorized Use of a Motor Vehicle.

Mr. Olson was held without bond.

Suspicious Event 14-09162 200 Block Whispering Wind Court, SE August 12 1:20 p.m. A resident reported she had received numerous telephone calls from the same telephone number. She stated that when she called the number back the person answering the telephone stated she had not made the calls.

MPO Evans informed the resident to contact her telephone provider and inform them of the telephone calls.

Fraud 14-09167 500 Block Malcolm Road, NW August 12 1:30 p.m. A resident reported she had received a telephone call from an individual claiming she had won a prize. The caller instructed the resident she would need to pay an undisclosed amount of money to claim the prize. The payment was to be made using a Green Dot Card.

The resident informed the caller she knew this was a scam.

Police Service 14-09172 Lawyers Road at Wilmar Place, NW August 12 6:00 p.m. A resident reported that a branch from a town owned tree had fallen on her vehicle and caused damage to the roof and windshield.

Animal Complaint 14-09175 Wolf Trap Motel 430 Maple Avenue, West August 12 9:30 p.m.

An employee reported that three dogs belonging to a guest of the motel had gotten out of their room and were running around the parking lot barking at other guests preventing them from exiting their rooms or cars.

Officer Digan responded and was able to corral the dogs back into their room.

ACO Barker will follow up with this case.

Arrest – Narcotics Violation 14-09180/14-09182 Ware Street at Tapawingo Road, SW August 12 11:41 p.m. Officer Tremont was on patrol when he observed the driver of a vehicle commit several traffic offenses. As a result of those offenses he conducted a traffic stop. Upon his interaction with the driver and the occupants he determined the driver was under the age of 21 and in possession of both alcohol and marijuana. The occupant was also found to be in possession of marijuana.

Officer Tremont issued summonses to Mr. Michael John Haverty, 19, of Lynn Street, SW in Vienna for Possession of Marijuana and Underage Possession of Alcohol and Mr. Alejandro David Beck-Sosa, 19, of Westview Court, NE in Vienna for Possession of Marijuana.

Mr. Haverty and Beck-Sosa were released after signing their summonses.

Grand Larceny 14-09206 Westwood Country Club 800 Maple Avenue, East August 13 11:30 a.m.

A citizen reported his wallet had been taken from his unlocked vehicle.

This case is being investigated.

Arrest – Expectorating in Public 13-09209 100 Block Courthouse Road, SW August 13 7:30 p.m. MPO Sheeran was on patrol when he observed a Hispanic male sitting at the bus stop, bent over with a large amount of a frothy liquid coming from his mouth.

MPO Sheeran stopped to speak with the man to determine if he was ill. After speaking with him he learned he had spit out a mouth full of Hurricane Malt Beverage.

MPO Sheeran issued a summons to Mr. Gregorio Varela, 57, of Chain Bridge Road in Vienna for Expectorating/Spitting in a Public Place.

Mr. Varela was released after being counseled on drinking in public and signing the summons.

Arrest – Fraud 14-09222 200 Maple Avenue, SW August 14 2:01 a.m. Sgt. Elias was on patrol when he observed the driver of a vehicle commit a traffic offense. As a result of that offense he conducted a traffic stop. Upon his interaction with the driver and the occupant he located a false identification card belonging to the passenger.

Sgt. Elias issued a summons to Mr. Christian B. Smith, 21, of Thundercloud Road in Boyds, Maryland for Possession of a False Operators License.

Mr. Smith was released after signing the summons.

Arrest – Driving While Intoxicated 14-09224 Tapawingo Road at Cottage Street, SW August 14 2:37 a.m. Officer Reedy was on patrol when he observed the driver of a vehicle commit several traffic offenses. As a result of those offenses he conducted a traffic stop. Upon his interaction with the driver he detected the signs of possible impairment. After failing to complete several field sobriety tests he arrested Mr. Ali Zishan Yosif Ali, 31, of Westbrook Mill Lane in Fairfax, Virginia for Driving While Intoxicated.

Mr. Ali was transported to the Vienna Police Station where he was provided the opportunity to supply a sample of his breath for analysis. After several attempts to complete the analysis he was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated.

Mr. Ali was to be held until he was sober.

Arrest – Drunk in Public 14-09227 900 Block Cottage Street, SW August 14 3:36 a.m. Sgt. Elias was on patrol when he observed an Asian male sitting on the sidewalk. Sgt. Elias stopped to speak with the man who was to the point of intoxication that he did not know where he was or how he got there.

Sgt. Elias arrested Mr. Heesok Seo, 29, of Jermantown Road in Oakton, Virginia for Drunk in Public.

Mr. Seo was transported to the Fairfax County Adult Detention Center where he was to be held until he was sober.

CRASHES

St. Andrew Drive near Westbriar Drive, NE 14-09001 August 08 10:31 a.m. MPO Bailey’s police motorcycle was legally parked when it was struck by the driver of a vehicle who was being stopped for a traffic violation. The driver stated the brakes on his vehicle were defective.

The driver of the vehicle was issued a summons for Reckless Driving.

300 Block Maple Avenue, SE 14-09009 August 08 4:12 p.m. The owner of a legally parked vehicle reported that her vehicle had been struck by an unknown vehicle.

900 Block Maple Avenue, East 14-09012 August 08 5:35 p.m. The drivers of two vehicles were traveling west bound on Maple Avenue, East in the same lane of travel. The driver of the second vehicle rear ended the first vehicle.

The driver of the second vehicle was issued a summons for Failure to Pay Full Time and Attention.

Maple Avenue at Glyndon Street, SE 14-09166 August 12 1:53 p.m. The drivers of two vehicles were traveling east bound on Maple Avenue, East in the right most lane of travel. The driver of the first vehicle partially entered the left lane in order to make a wide right turn into a parking lot.

The driver of the second vehicle continued straight in the right lane, entering the first vehicle’s blind spot, and was struck by the first vehicle.

Wade Hampton Way at Maple Avenue, East 14-09170 August 12 4:00 p.m. The driver of the first vehicle was traveling east bound on Maple Avenue. The driver of the second vehicle was attempting to make a left turn onto Maple Avenue from Wade Hampton Way and collided with the first vehicle.

The driver of the second vehicle was issued a summons for Failure to Yield the Right of Way.
