Vienna Crime Report: Noise Violation, Car Window Smashed, Resisting Arrest
The most recent report from the Town of Vienna Police Department.

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from November 28, 2014 – December 04, 2014. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

INCIDENTS
Police Service 14-013141 400 Block Holloway Court, NE November 26 1:13 p.m. A resident responded to the Vienna Police Station in need of an officer to verify her vehicle information for a stolen auto report. She stated the vehicle had been stolen while parked at a friend’s house in Milwaukee, Wisconsin.

Officer Herrera confirmed the vehicle information and contacted the police department in Milwaukee.
Narcotics Violation 14-013159 1100 Block Maple Avenue, NE November 27 12:05 a.m. MPO Evans was on patrol when he observed the driver of a vehicle commit a traffic offense. As a result of that offense he conducted a traffic stop. Upon his interaction with the operator and his passenger he detected the odor of marijuana emanating from the vehicle.
After further interaction he determined there was no measurable amount of marijuana to be found.
Vandalism 14-013241 300 Block Park Street, NE Between November 27 at 12:00 p.m. and November 28 at 3:00 p.m. A resident reported that someone had put a sticker on his mailbox and when he attempted to remove it the sticker pulled paint off the mailbox.
Open Door 14-013173 500 Block Maple Avenue, East November 27 7:08 p.m. An alarm company reported a business alarm had been activated. Officer Slebonick responded and located a door that had been left unsecured.
After searching the business and determining that nothing appeared to be out of place an employee was contacted and responded to the business to secure the door.
The employee stated another employee must have forgotten to lock the door.
Vandalism 14-013271 100 Block Oak Street, SW Between November 27 at 10:00 p.m. and November 28 at 1:00 p.m. A resident reported that someone had ripped off the passenger side mirror of his vehicle while it was parked in his driveway.
Arrest – Alcohol Violation 14-013216 500 Block Maple Avenue, West November 29 1:13 a.m. PFC Kiley was on patrol when he observed a vehicle with defective equipment. Due to the defective equipment violation he conducted a traffic stop. Upon his interaction with the driver and her passenger he determined that both had consumed alcohol and were under the age of 21.
PFC Kiley issued summonses to Ms. Rachel Ashlyn Haseley, 18, of Vale Road in Vienna and Ms. Dusu Pratt-Jalloh, 18, of Locust Street, in Vienna for Underage Possession of Alcohol.
Ms. Haseley and Ms. Pratt-Jalloh were released after signing their respective summonses. A friend responded to the scene to drive the vehicle home.
Arrest - Noise Violation 14-013250 300 Block John Marshall Drive, NE November 30 10:49 a.m. A resident reported that a construction worker was performing work on a home in violation of the Town of Vienna Noise Ordinance.
PFC Lyons had responded to the same residence on two prior occasions and informed the worker of the terms of the Noise Ordinance. On this occasion PFC Lyons issued a summons to Mr. Ermelo Sanchez, 43, of Miles Place in Manassas, Virginia for Creating or Maintaining Excessive Noise (Town of Vienna Noise Ordinance).
Mr. Sanchez was released after signing the summons.
Domestic Dispute 14-013252 Courthouse Road at Nutley Street, SW November 30 2:20 p.m. Sgt. Farhan was on patrol when he observed a female exit her vehicle, walk to a vehicle behind hers and throw objects at the vehicle’s windshield.
Sgt. Farhan approached the female who stated she threw a pair of flip flops, belonging to another woman, at the vehicle belonging to her male friend.
Both the man and woman stated that no damage or assault had occurred.
Burglary 14-013263 Capital Energy Equipment 232 Dominion Road, NE Between November 30 at 3:00 p.m. and December 01 at 5:30 a.m. An employee reported that sometime over the weekend someone entered the business and had taken several pieces of office equipment.
This case is being investigated.
Destruction of Property 14-013280 300 Block Moorefield Road, SW Between November 30 at 6:00 p.m. and December 01 at 7:00 a.m. A resident reported the rear window of his wife’s vehicle had been smashed out while it was parked in their driveway.
Police Service 14-013261 Vienna Police Department 215 Center Street, South December 01 2:06 a.m. Officer Kiley responded to the police station to assist with an elderly gentleman, who was disoriented and unable to get back to his residence. After obtaining his address Officer Kiley gave the gentleman a ride home.
Arrest – Drunk in Public 14-013277 300 Block Maple Avenue, West December 01 3:14 p.m. Officer Tremont responded to the area to assist Fairfax County Rescue personnel with an individual who was lying on the ground. Upon his interaction with the individual he determined he was intoxicated.
Officer Tremont arrested Mr. Jose Saul Rivas, 51, of Chain Bridge Road in Vienna for Drunk in Public. Mr. Rivas was transported to the Fairfax County Adult Detention Center where he was to be held until he was sober.
Arrest – Narcotics Violation/Resisting Arrest 14-013282 100 Block Beulah Road, NE December 01 10:50 p.m. Officer Herrera was on patrol when he observed a vehicle being driven in a reckless manner. As a result of the driving behavior he conducted a traffic stop. Upon his interaction with the driver and the passengers Officer Herrera detected the odor of marijuana.
After further interaction he determined one of the passengers was in possession of marijuana. Officer Herrera attempted to place the passenger identified as Mr. Manarivo Nehemiah Randrianvarivelo, 22, of Daniel Lewis Lane in Vienna, under arrest. Mr. Randrianvarivelo began to actively resist and attempted to flee.
Officer Herrera along with MPO Smith arrested Mr. Randrianvarivelo and transported him to the Fairfax County Adult Detention Center where he was charged with Possession of Marijuana and Resisting Arrest.
Arrest – Driving While Intoxicated 14-013322 100 Block Patrick Street, SW December 03 10:05 p.m. Officer Kiley responded to the area for the report of a vehicle that had crashed into a legally parked vehicle. Upon his arrival and interaction with the driver of the striking vehicle he determined that she may have been impaired.
After failing to complete several field sobriety tests he arrested Ms. Theresa Anne Ley, 30, of Ross Drive, SW in Vienna for Driving While Intoxicated.
Ms. Ley was transported to the Vienna Police Station where she was given the opportunity to provide a sample of her breath for analysis. After several failed attempts she was transported to the Fairfax County Adult Detention Center where she was charged with Driving While Intoxicated and Refusal to Submit to a Breath Test.
Arrest – Driving While Intoxicated 14-013325 700 Block Nutley Street, SW December 04 2:24 a.m. Sgt. Elias was on patrol when he observed a vehicle being driven in an erratic manner. As the driver approached the 700 block of Nutley Street, SW the vehicle stopped and the operator and two male passengers exited the vehicle and began to argue.
Sgt. Elias approached the operator and determined that she may have been impaired. After failing to complete several field sobriety tests he arrested Ms. Vita V. Goryuk, 35, of Greensboro Drive in McLean, Virginia for Driving While Intoxicated.
Ms. Goryuk was transported to the Vienna Police Station where she was given the opportunity to provide a sample of her breath for analysis. After the analysis she was transported to the Fairfax County Adult Detention Center where she was charged with Driving While Intoxicated.
Animal Case – Quarantine 14-013344 The Hope Center 140 Park Street, SE December 04 4:55 a.m.
ACO Barker received a report that an employee had been bitten by a cat while attempting to perform a medical procedure.
The employee informed ACO Barker the cat had been released to its owner and returned to their home in Herndon.
This case will be followed up by the Fairfax County Animal Control.
CRASHES
Follin Lane at Hine Street, SE 14-013185 November 28 11:22 a.m. The driver of the first vehicle was traveling north bound on Follin Lane approaching the intersection with Hine Street, SE.
The driver of the second vehicle was traveling west bound on Hine Street approaching the intersection with Follin Lane, SE. The driver of the second vehicle stated he was adjusting his visor and did not see the stop sign and entered the intersection colliding with the first vehicle.
The driver of the second vehicle was issued a summons for Failure to Yield at a Stop Sign.
Nutley Street near Maple Avenue, West 14-013189 November 28 3:20 p.m. The drivers of two vehicles were traveling on Nutley Street in the same lane of travel. The driver of the first vehicle stopped as the vehicle in front was turning into private property.
The driver of the second vehicle was unable to stop and rear ended the first vehicle.
The driver of the second vehicle was issued a summons for Following too Close.
Lawyers Road at Church Street, NW 14-013265 December 01 10:08 a.m. The driver of the first vehicle was traveling south bound on Lawyers Road, NW.
The driver of the second vehicle was attempting to make a right turn onto Lawyers Road from Church Street, NW and pulled into the path of the first vehicle causing a collision.
300 Block Maple Avenue, East 14-013275 December 01 3:10 p.m. A citizen reported that after returning to her legally parked vehicle she discovered it had been struck by an unknown vehicle.
Courthouse Road near Nutley Street, SW 14-013289 December 02 11:44 a.m. The driver of the first vehicle was traveling east bound on Courthouse Road and stopped for the red traffic light at Nutley Street, SW.
The driver of the second vehicle was also traveling east bound on Courthouse Road, in the same lane of travel as the first vehicle. The driver of the second vehicle did not stop in time and rear ended the first vehicle.
The driver of the second vehicle was issued a summons for Failure to Pay Full Time and Attention.
200 Block Park Street, SE 14-013357 December 04 1:12 p.m. The driver of the first vehicle was traveling north bound on Park Street approaching the intersection with Locust Street, SE.
The driver of the second vehicle stated she stopped at the stop sign at the intersection of Park Street and Locust Street, SE. As she attempted to enter the intersection she observed the first vehicle and attempted to speed up to avoid a collision, causing her to lose control of her vehicle, drive up over the curb, and striking a business sign on private property before coming to a stop.
