Vienna Crime Report: Shared Trash Dumpster Leads to Scuffle
Plus, a $50 counterfeit bill shows up at local restaurant, bicycles recovered from stolen car, phony 'utility' scammer making calls, more.

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from December 18, 2014 – December 24, 2014. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

INCIDENTS
Fraud 14-013897 100 Block Maple Avenue, East Between July 01 at 3:34 p.m. and December 20 at 3:34 p.m. A resident reported he had contracted with a contractor to have work completed. He stated he had given the contractor two checks however no work had yet been completed. The resident stated he had made several unsuccessful attempts to contact the contractor.

Grand Larceny 14-013791 Fairfax County Fire Department, Company 2 400 Center Street, SW Between August 28 at 1:30 p.m. and December 17 at 5:03 p.m. An employee reported he had ordered Challenge Coins from an on-line company. Although the funds have been deducted from the account he has yet to receive the coins. All attempts to contact the company have gone unanswered.
This case is being investigated.

Fraud 14-013895 Social Burger 350 Maple Avenue, West December 17 6:25 p.m. An employee reported that a man ordered a meal and then paid with a counterfeit $50 bill. The employee stated she was not aware the bill was counterfeit until she was contacted by her bank.
The man was described as a black male, approximately 6’2”, with dreadlocks, wearing a dark jacket and beanie style cap with the University of Maryland logo on them.
This case is being investigated.
Police Service 14-013809 Dermatology and Dermatological Surgery Group 243 Church Street, NW December 18 8:40 a.m. An employee reported that after issuing checks to a patient they were informed the checks had been stolen and cashed in Loudoun County, Virginia and Anacostia, Washington, D.C.
Officer Reedy informed the employee the jurisdictions where the checks were cashed will be contacted and will need to follow up with this case.
Vehicle Tampering 14-013882 500 Block Stephen Circle, SW Between December 18 at 5:30 p.m. and December 19 at 9:30 a.m. A resident reported someone had entered his unlocked vehicle and dumped the contents of the glove box and all other compartments onto the seats.
The resident stated nothing of value had been taken.
Animal Case 14-013841 Beulah Road at Nelson Drive, NE December 18 5:46 p.m. PFC Lyons responded for the report of a deer that had been hit by a vehicle and was badly injured. Upon his arrival he determined the deer could not be saved.
Vehicle Tampering 14-013865 600 Block Meadow Lane, SW Between December 18 at 8:30 p.m. and December 19 at 8:30 a.m. A resident reported his unlocked vehicle had been entered and an undisclosed amount of money and other personal property had been taken.
Grand Larceny 14-013864 1100 Block Moorefield Creek Road, SW Between December 18 10:00 p.m. and December 19 at 12:00 a.m. A resident reported that two bicycles had been stolen from her unsecured garage.
Officer Herrera informed the resident the bicycle’s had been recovered earlier at the scene of a stolen vehicle (See Case Number 14-013860). The bicycles were released back to the owner.
This case is being investigated.
Stolen Auto 14-013860 900 Block Ware Street, SW Between December 18 at 10:30 p.m. and December 19 at 7:35 a.m. A resident reported that her vehicle had been stolen from her driveway. She informed Officer Tremont she thought she had locked the vehicle however she did not know where the spare key was.
The car was later recovered by the United States Park Police.
This case is being investigated.
Arrest – Narcotics Violation 14-013857 100 Block Lewis Street, NW December 19 2:20 a.m. Officer Tracy was on patrol when he observed the driver of a vehicle commit a series of traffic violations. As a result of those violations he conducted a traffic stop. Upon his interaction with the driver he detected the odor of marijuana. After further interaction he located a measurable amount of marijuana in the vehicle.
During the traffic stop Officer Tracy determined the operator had also been driving on a suspended Virginia Driver’s License. He arrested Ms. Allison Miruska Morgan, 21, of Clearnight Terrace in Ashburn, Virginia for Possession of Marijuana and Driving on a Suspended Virginia Driver’s License.
Ms. Morgan was transported to the Fairfax County Adult Detention Center where she was issued a $5,000.00 bond.
Vehicle Tampering 14-013870 400 Block Ridge Road, SW December 19 3:00 a.m. A resident reported that he had been alerted by a car alarm sounding. When the resident looked out his window he observed two individuals fleeing the area on bicycles.
While Officer Herrera was on the scene speaking with the resident another neighbor informed him that her unlocked vehicle had been entered and although nothing had been taken it had been rummaged through. A second neighbor also approached Officer Herrera informing him that his unlocked vehicle had also been entered and its contents rummaged through.
Note to Citizens: Please remove all valuables from an unattended vehicle and most importantly, lock the vehicle doors
Assault 14-013862 200 Block Mill Street, NE December 19 8:09 a.m. MPO Smith responded for the report of two men involved in a fight. Upon his arrival he located both individuals who informed him the argument was the result of an ongoing disagreement over a shared trash dumpster. The argument escalated to pushing and one of the men was slapped in the face.
MPO Smith informed both men of the warrant process should they wish to pursue charges.
Grand Larceny 14-013880 300 Block Maple Avenue, West December 19 3:45 p.m. An employee reported she had left her vehicle running and unlocked while she went into her office to retrieve some paperwork. She stated when she returned to the vehicle her purse and its contents had been taken.
This case is being investigated.
Fraud 14-013941 The Artful Gift Shop 145 Church Street, NW December 19 5:00 p.m. An employee reported she received a telephone call from a female claiming to be an employee with Dominion Power. The caller informed the employee that the business was delinquent on the utility bill and if immediate payment by a Green Dot Card was not made the electricity would be disconnected.
The employee complied with the demand of the caller and forwarded an undisclosed amount of money, via the Green Dot Card, to the caller. After receiving a second demand for a payment the employee realized she had been the victim of a scam.
This case is being investigated.
Note to Citizens – Recently there have been reports of callers claiming to be employees of utility companies. The callers claim the resident is delinquent on their utility bill and unless payment is made the utility will be disconnected. The payment is usually requested in the form of a prepaid debit card. This type of call is a scam. Never send a payment unless you have verified the validity of the caller.
Grand Larceny 14-013898 Chipotle 213 Maple Avenue, East December 20 between 1:00 p.m. and 2:00 p.m. A customer reported she had left her iPod at the restaurant after she had been there for lunch. She stated when she returned the iPod had been taken. An employee informed her no one had turned in the iPod.
This case is being investigated.
Domestic Dispute 14-013903 1000 Block Hillcrest Drive, SW December 20 7:00 p.m. A resident reported that he and his adult son had been involved in a heated argument. MPO Shaw responded and determined that no physical assault had occurred.
The father and son agreed to stay away from each other for the evening to allow for a cooling off period.
Arrest – Domestic Assault 14-013901 Orchard Street, NW December 20 7:10 p.m. A resident reported that she and her brother had been involved in a heated argument that turned physical when she threw a cup of sugar at him, missing him, and he in turn struck her.
PFC Vazquez responded to the residence and after speaking with both individuals he determined the sister had been assaulted by her brother.
The brother was transported to the Fairfax County Adult Detention Center where he was charged with Assault and Battery against a Family Member and held on a $1,000.00 bond.
Medical Case 14-013904 300 Block Roosevelt Court, NE December 20 8:04 p.m. Officer Slebonick responded to a residence to assist with a resident who had fallen and sustained minor injuries.
The resident was transported to an area hospital for treatment of his injuries.
Suspicious Event 14-013942 100 Block Shepherdson Lane, NE December 22 12:15 p.m. A resident reported that his girlfriend’s mother came to the residence to pick up the couple’s daughter. The resident stated he was busy at the time and had not had the chance to say good bye to his daughter. He rushed out the door and ran towards his girlfriend’s mother’s vehicle when he stated she swerved the vehicle in an attempt to hit him.
MPO Seitz responded and contacted the mother who stated the resident jumped in front of her vehicle and she was swerving to avoid hitting him.
The resident was informed of the warrant process should he wish to pursue charges.
Vandalism 14-013945 300 Block Maple Avenue, West December 22 between 1:30 p.m. and 4:30 p.m. A citizen reported when she returned to her vehicle after work she discovered the front driver side window had been broken out. She stated that although she had several items in the vehicle nothing appeared to have been taken.
Petit Larceny/Vandalism 14-013946 100 Block Pleasant Street, NW December 22 between 2:30 p.m. and 5:00 p.m. A citizen reported when she returned to her vehicle after work she discovered the front driver’s side window had been broken out and her wallet purse had been taken.
Suspicious Event 14-013976 100 Block Harmony Drive, SE December 22 9:00 p.m. A resident reported that she and her daughter had been followed home by a male individual driving a Ford SUV, silver in color. The female stated the driver may have been upset with her because he thought she had cut him off. She stated he had made threats towards her.
MPO Sheeran conducted a traffic stop on a vehicle matching the description of the one driven by the suspicious male however the resident did not want to pursue the case and the driver was permitted to leave the area.
Arrest – Driving While Intoxicated 14-013958 300 Block Maple Avenue, West December 23 12:12 a.m. Officer Reedy was on patrol when he observed the driver of a vehicle commit a series of traffic violations. As a result of those violations he conducted a traffic stop. Upon his interaction with the driver he detected the signs of possible impairment. After failing to complete a series of field sobriety tests he arrested Mr. Morgan Edward Paugh, 23, of Church Street in Fairfax, Virginia for Driving While Intoxicated.
Mr. Paugh was transported to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for an analysis. After the analysis he was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated.
Mr. Paugh was to be held until he was sober.
Trespassing 14-013966 200 Block Cedar Lane, SE December 23 12:17 p.m. MPO Seitz responded to the report of a Hispanic male who appeared to be intoxicated. MPO Seitz located the individual who although had been drinking did not appear intoxicated. While speaking with the individual an employee of the apartment complex approached MPO Seitz and the individual and advised him that he was no longer permitted on the apartment complex property.
Medical Case 14-013983 200 Block Cedar Lane, SE December 23 11:57 p.m. PFC Kiley responded to the area for the report of a possibly intoxicated male attempting to get into a car. Upon his arrival he located the individual leaning up against a parked vehicle. The individual stated he had just come from a Christmas Party. PFC Kiley determined the individual was extremely intoxicated to the point that he felt it would be best if he was transported to an area hospital for treatment.
Fairfax County Fire and Rescue was summoned and transported the man to an area hospital.
Arrest – Driving While Intoxicated 14-013984 300 Block Glyndon Street, NE December 24 3:09 a.m. Officer Reedy was on patrol when he observed the driver of a vehicle commit a series of traffic violations. As a result of those violations he conducted a traffic stop. Upon his interaction with the driver he detected the signs of possible impairment. After failing to complete a series of field sobriety tests he arrested Mr. Philip Joseph Ceconi II, 27, of Springwood Court in Vienna for Driving While Intoxicated.
Mr. Ceconi was transported to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for an analysis. After the analysis he was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated.
Mr. Ceconi was to be held until he was sober.
CRASHES
300 Block Maple Avenue, East 14-013812 December 18 9:15 a.m. The owner of a legally parked vehicle returned to his vehicle to discover it had been struck by an unknown vehicle. An employee of the Giant Food Store witnessed the crash and was able to obtain the license plate information of the striking vehicle.
Officer Holcombe contacted the owner of the striking vehicle who denied striking the vehicle.
Maple Avenue near Mashie Drive, SE 14-013839 December 18 4:38 p.m. The drivers of two vehicles were traveling west bound on Maple Avenue in the same lane of travel. The driver of the first vehicle stopped due to heavy traffic and was rear ended by the second vehicle.
Park Street near Maple Avenue, East 14-013843 December 18 6:40 p.m. The driver of the first vehicle was traveling north bound on Park Street, SE.
The driver of the second vehicle was attempting to exit a parking lot to travel north bound on Park Street and entered the path of the first vehicle, causing a collision.
The driver of the first vehicle was issued a summons for Failure to Pay Full Time and Attention.
Maple Avenue near Glyndon Street, NE 14-013868 December 19 9:56 a.m. The drivers of two vehicles were traveling west bound on Maple Avenue in adjacent lanes.
The driver of the vehicle in the leftmost lane drifted into the right lane causing a ladder attached to his vehicle to strike the vehicle already occupying that lane.
Lawyers Road near Church Street, NW 14-013899 December 20 5:59 p.m. The driver of the first vehicle was traveling north bound on Lawyers Road, NW.
The driver of the second vehicle was attempting to exit a parking lot to travel north bound on Lawyers Road and collided with the first vehicle.
The driver of the second vehicle was issued a summons for Failure to Yield the Right of Way.
Maple Avenue near Park Street, SE 14-013925 December 21 1:01 p.m. The owner of a legally parked vehicle returned to her vehicle to discover an unknown vehicle had struck her vehicle.
Maple Avenue near Center Street, West 14-013944 December 22 4:16 p.m. The drivers of two vehicles were traveling west bound on Maple Avenue in the same lane of travel. The driver of the first vehicle slowed due to heavy traffic and was rear ended by the second vehicle.
Maple Avenue at Mashie Drive, SE 14-013968 December 23 12:35 p.m. The driver of the first vehicle was attempting to make a left turn into the Westwood Country Club and did not notice there was the second vehicle in the right lane.
The driver of the first vehicle collided with the second vehicle. The driver of the second vehicle was issued a summons for Failure to Yield the Right of Way.

Maple Avenue near Center Street, West 14-013944 December 22 4:16 p.m. The drivers of two vehicles were traveling west bound on Maple Avenue in the same lane of travel. The driver of the first vehicle slowed due to heavy traffic and was rear ended by the second vehicle.

From the September 12, 2014 Vienna Police Highlights:
Bad Check 14-10272 In and Out Kabob Grill 523 Maple Avenue, West August 30 between 9:00 a.m. and 1:00 p.m. An employee of an appliance repair company reported he had performed repair work on an oven at the In and Out Kabob Grill. The repairman stated he was given a check for payment however when he deposited the check he was informed by his bank that the check had been written on a closed account.
The repairman stated he had made several attempts to correct the matter with the restaurant owner however he feels he is getting the runaround as they have not yet made good on the payment.
This case is being investigated.
Case Update:
On December 18, 2014 PFC Kiley arrested Mr. Mahboob Haidari, 23, of John Adams Drive in Annandale, Virginia for Issuing a Bad Check.
Mr. Haidari was transported to the Fairfax County Adult Detention Center where he was charged with Issuing a Bad Check. Mr. Haidari was released on his signature.
From the November 28, 2014 Vienna Police Highlights:
Bad Check 14-012940 Princess Jewelers 529 Maple Avenue, West November 04, 2014 1:36 p.m. An employee of the jewelry store reported that a customer had paid for a jewelry purchase with a check. The check was returned for insufficient funds in the account.
The employee had made several attempts to collect payment for the jewelry however the customer has not yet resolved the matter.
This case is being investigated.
Case Update:
On December 19, 2014 Detective Simon was notified that the individual who had issued the bad check had turned himself in at the Fairfax County Adult Detention Center.
Detective Simon responded and served the warrant for Issuing Bad Checks on Mr. Gabriel Wilson Toussaint Jr., 41, of Rose Down Drive in Reston, Virginia.
Mr. Toussaint Jr. was held on a $2,000.00 bond.
