Vienna Crime: Sick Fox Found in Basement, IRS Scam Call, Missing Engagement Ring

Plus construction workers arrive to work to find someone snoring in basement of home. The most recent crimes in Vienna.

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from October 03, 2014 – October 09, 2014. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

INCIDENTS

Lost Property 14-11298 Louise Archer Elementary School 324 Nutley Street, NW Between June 19 at 7:00 a.m. and August 02 at 7:00 a.m. A resident reported his son had left his trumpet at the school last year. The son now goes to another school and returned to Louise Archer to get his trumpet back only to discover it was gone.

Embezzlement 14-11342 Choice Property Management 360 Maple Avenue, West Between August 29 at 12:00 p.m. and September 11 at 12:00 p.m. An employee reported that the company allows employees to receive cash advances however the money must be paid back from their paychecks. The employee stated that one employee has taken several advances and has failed to make the repayments. The employee is also responsible for ensuring that other employees pay back their advances but has failed to do so.

This case is being investigated.

Grand Larceny 14-11110 Navy Federal Credit Union 820 Follin Lane, SE September 17 between 1:00 p.m. and 9:00 p.m. An employee reported she placed her engagement ring in a locker while she was in the gym. After her workout she left the locker room, leaving the ring in the locker, when she realized she had left the ring in the locker she returned and discovered it had been taken.

This case is being investigated.

Animal Case 14-11104 The Hope Center 140 Park Street, SE Between October 02 at 3:00 p.m. and October 03 at 3:00 p.m. ACO Barker transported a cat to the Health Department for Rabies testing.

Arrest – Unlawful Entry 14-11115 200 Block Lawyers Road, NW October 03 10:12 a.m. Construction workers arrived at a residence to the sound of someone snoring in the basement. The workers stated they went to the basement and awoke the individual who then got up and walked out of the residence. One of the workers was able to take a picture of the individual to provide to the responding officers.

Lt. Pelto searched the area and discovered the individual in the restroom at the Vienna Town Green. Officer Tracy responded and after the individual finished his business Officer Tracy determined he was intoxicated and arrested Mr. Julio C. Martinez, 47, No Fixed Address, for Drunk in Public and Unlawful Entry.

Mr. Martinez was transported to the Fairfax County Adult Detention Center where he was charged with Unlawful Entry and Drunk in Public.

Mr. Martinez was held on a $1,000.00 bond.

Driving While Intoxicated 14-11125 600 Block Tazwell Road, NW October 03 10:33 p.m. Officer Reedy was on patrol when he observed the operator of a vehicle commit several traffic violations. As a result of those violations he conducted a traffic stop. Upon his interaction with the driver and his passenger he determined they both had consumed alcohol and were juveniles.

After failing to complete a series of field sobriety tests the operator along with his passenger were transported to the Vienna Police Station where the driver was given the opportunity to provide a sample of his breath for an analysis.

After the analysis the parents of both juveniles were contacted and responded to the police station to take their children home.

This case is being investigated.

Grand Larceny 14-11154 Church Street at Mill Street, NE October 04 between 4:00 p.m. and 7:00 p.m. An attendee of the Octoberfest reported that while she was in the beer garden area of the Octoberfest she left her purse unattended and when she returned it had been taken.

This case is being investigated.

Destruction of Property 14-11141 Vienna Inn 120 Maple Avenue, NE October 04 between 4:35 p.m. and 6:00 p.m. A customer of the Vienna Inn returned to his parked vehicle and discovered that someone had scratched the driver’s side with what appeared to be a key.

This case is being investigated.

Domestic Dispute 14-11147 200 Block Park Terrace Court, SE October 04 11:50 p.m. A resident reported that she and her boyfriend had been involved in a heated argument and she wanted him to leave the apartment. The boyfriend left the apartment prior to the arrival of the police officer.

Officer Reedy responded and while en-route he located the boyfriend who confirmed the argument between he and his girlfriend. He stated he left the apartment and then realized he had nowhere to go and wished to return.

After speaking with the girlfriend she agreed to stay with a relative and allow the boyfriend to stay in the apartment.

Grand Larceny 14-11161 Jammin Java 227 Maple Avenue, East October 05 between 12:00 a.m. and 1:00 a.m. A citizen reported that someone had taken her iPhone while she was at Jammin Java.

She contacted the police department later in the day to report that someone had turned her purse and iPhone in at the Giant Food Store.

Domestic Dispute 14-11151 700 Block Park Street, SE October 05 2:03 a.m. Officer Kiley responded to the area in reference to numerous calls reporting a female could be heard screaming. Upon arrival he met an individual who informed him that a male and female had been screaming at each other and when he went to separate them the female ran away.

Officer Kiley was able to locate the man and woman who were brother and sister. They both stated they had been in an argument but it had not turned physical. Both the brother and sister appeared intoxicated and were informed by Officer Kiley to return inside their residence and cease arguing.

Suspicious Event 14-11195 100 Block Patrick Street, SE October 05 12:00 p.m. A resident reported finding unattended personal property to include clothing, hygiene products and empty alcohol containers on the trail that runs between DeSale Street and Cottage Street, SW.

The resident requested that extra patrols be conducted in that area.

Animal Case – Quarantine 14-11160 400 Block MacArthur Avenue, NE October 05 12:56 p.m. A resident reported that she and her daughter had been bitten by their lab mix puppy. The resident stated the family received the puppy from an animal rescue and the puppy has since become increasingly aggressive.

MPO Seitz informed the mother of the quarantine process and she agreed to keep the puppy at home.

Fraud 14-11237 600 Block Meadow Lane, SW October 06 4:45 p.m. A resident reported he had received a telephone message from an individual claiming to be with the IRS. The resident, knowing this to be a scam, returned the telephone call in an attempt to gain information from the caller however the only information obtained was the name of the caller and the return telephone number.

The savvy resident did not provide any money to the caller.

Note to Citizens – Should you receive a call from an individual claiming to be employed by the IRS who claims you have committed tax fraud or filed improper tax returns and will be arrested unless you send a Western Union payment or purchase a prepaid debit card, for payment. This type of call is a scam. Never send a payment unless you have verified the validity of the caller.

Suspicious Event 14-11217 300 Block Meadow Lane, SW October 06 10:27 p.m. A resident reported he received an invoice from the Delaware Department of Motor Vehicles informing him that his trailer license plate was observed on a vehicle that went through a Newark Toll plaza.

The resident stated his trailer had been in storage for over two years. When he went to check on it he discovered the license plate was missing. He is uncertain whether the tag fell off or was stolen.

Open Door 14-11218 300 Block Arcadian Circle, SW October 06 11:16 p.m. An alarm company reported that a residential alarm had been activated. Officer Herrera responded and located an open door to the vacant property.

Officer Herrera and MPO Smith searched the property and found it to be empty.

Suspicious Event 14-11243 1100 Block DeSale Street, SW October 07 2:00 p.m. A resident reported that her son had taken her vehicle without her permission and had been ignoring all her attempts to contact him on his cell phone.

The son returned home as MPO Shaw was responding and stated he was unable to answer the calls as he had left his phone at home.

Fraud 14-11249 100 Block Wilmar Place, NW October 07 3:39 p.m. A resident reported she received a telephone call from an individual employed with a fitness center in Woodbridge, Virginia. The caller was inquiring about a gym membership that had been opened in her name. She informed the caller that she had never been to that gym and had not opened the account.

This case is being investigated.

Suspicious Event 14-11253 South Side Park 1317 Ross Drive, SW October 07 5:49 p.m.

A resident reported that a group of males were engaging in possible narcotics activity in the park.

Officer Herrera and Sgt. Sylmar responded and as they approached all but one of the individuals fled in different directions.

Officer Herrera spoke with the individual and although the odor of marijuana was detected there was none to be found.

Juvenile Case 14-11255 Moore Avenue, SE October 07 7:23 p.m. A resident reported that her juvenile daughter had walked away from her and her husband and was refusing to return home.

Officer Herrera located the juvenile who informed him she would prefer a homeless shelter to going home with her parents. Officer Herrera was able to convince her that life in a homeless shelter was not as exciting as she thought.

The daughter agreed to return home with her parents.

Arrest – Narcotics Violation 14-11257 100 Block Patrick Street, SW October 07 10:53 p.m. Officer Herrera responded to the area in reference to an individual who was wanted on two outstanding warrants issued by the Fairfax County Police. Upon his arrival he was led into the residence by the brother of the wanted individual who was found in his bedroom. Officer Herrera arrested Mr. Richard A. Fill, 45, of Patrick Street, SW in Vienna based on the Fairfax County warrants. During his interaction with Mr. Fill a measurable amount of marijuana was located.

Mr. Fill was transported to the Fairfax County Adult Detention Center where he was served with the Fairfax County warrants for Felony Hit and Run and Felony Habitual Driving without a License and the Vienna charge of Possession of Marijuana, 2nd Offense.

Mr. Fill was held on a $9,000.00 bond.

Assault – Domestic Assault 14-11258 200 Block Cedar Lane, SE October 08 12:08 a.m. A resident reported that she and her live in boyfriend became involved in a heated argument that escalated when the boyfriend struck her in the head causing a bump.

Fairfax County Fire and Rescue personnel were summoned and after assessing the injury determined she did not need to be transported to the hospital.

The boyfriend was arrested by MPO Smith and transported to the Fairfax County Adult Detention Center where he was charged with Assault and Battery of a Family Member and held on a $2,500 bond.

Animal Case 14-11284 600 Block Ware Street, SW October 08 10:55 a.m. Workers at a home under construction discovered a sick fox in the basement of the home.

PFC Lyons responded and after removing the fox from the basement he determined it was too ill to be saved.

Missing Juvenile 14-11347 Dominion Road, SE October 09 between 4:00 p.m. and 10:20 p.m. A resident reported that his wife and daughter had been involved in an argument at which time the daughter left the residence without her parent’s permission. The father stated that he along with several other family members searched the area for several hours but were unable to find her. He then contacted the Vienna Police out of fear as she did not take her cell phone, money or any identification.

Officer Reedy responded and after obtaining all of the daughter’s information a message was broadcast to the surrounding jurisdictions informing them of the missing juvenile.

A short time later the father telephoned the Vienna Police Department to inform Officer Reedy that his daughter had returned home. The father brought his daughter to the police station where she was counseled her on the dangers of running away.

CRASHES

Maple Avenue near Beulah Road, NE 14-11095 October 02 7:44 p.m. The drivers of two vehicles were traveling east bound on Maple Avenue, NE and stopped at the intersection with Beulah Road, NE.

The driver of a third vehicle was attempting to exit a parking lot and struck the second vehicle in line causing that vehicle to strike the first vehicle in line.

The driver of the third vehicle was issued a summons for Failure to Pay Full Time and Attention.

300 Block Adahi Road, SE 14-11097 October 02 8:45 p.m. The driver of a vehicle was traveling east bound on Adahi Road when he lost control of his vehicle while attempting to make a right turn onto Glyndon Street, SE.

The vehicle left the roadway, traveled into a ditch, then traveled through a homeowner’s yard before coming to rest against the homeowner’s vehicle parked in the driveway.

The driver of the vehicle was issued a summons for Reckless Driving.

100 Block Center Street, North 14-11134 October 04 12:10 p.m. The drivers of two vehicles were traveling south bound on Center Street, North in adjacent lanes.

The driver of the vehicle in the rightmost lane attempted to change to the leftmost lane and collided with the driver in that lane.

The driver of the striking vehicle was issued a summons for Failure to Pay Full Time and Attention.

Maple Avenue near Mashie Drive, SE 14-11138 October 04 3:23 p.m. The drivers of two vehicles were traveling west bound on Maple Avenue in the same lane of travel. The driver of the first vehicle slowed due to heavy traffic and was rear ended by the second vehicle.

The driver of the second vehicle was issued a summons for Failure to Pay Full Time and Attention.

Glyndon Street near Maple Avenue, NE 14-11202 October 06 2:14 p.m. The driver of the first vehicle was traveling south bound on Glyndon Street approaching Maple Avenue, NE and stopped due to traffic.

The driver of the second vehicle was exiting a parking lot and collided with the first vehicle.

The driver of the second vehicle was issued a summons for Failure to Pay Full Time and Attention.

300 Block Maple Avenue, East 14-11297 October 08 1:53 p.m. The driver of the first vehicle was traveling west bound on Maple Avenue and stopped due to heavy traffic.

The driver of the second vehicle was exiting a parking lot and struck the first vehicle.

The driver of the second vehicle was issued a summons for Failure to Pay Full Time and Attention.
