Vienna Crime: Stolen Checks, Credit Card Fraud, Telephone Scams + More
The week in crime in the Town of Vienna, from the Town of Vienna Police Department weekly crime report.

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from July 24, 2015 – July 30, 2015. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

INCIDENTS:
Civil Case 15-007305 Michel Rene for Hair 165 Maple Avenue, East Between August 07, 2014 at 9:00 a.m. and July 29, 2015 at 4:10 p.m. An employee reported he contracted with a roofer in August of 2014, to make repairs to the roof of the building. He stated the roof had not yet been completed although the roofer had cashed several checks for the work. He made several attempts to contact the roofer without success.

Officer Lyons informed him this was a civil matter.
Grand Larceny 15-007137 500 Block Gibson Drive, SW Between July 01 at 12:00 p.m. and July 16 at 12:00 p.m. A resident reported a former house guest had stolen checks and cashed them at a local bank for an undisclosed amount of money.
This case is being investigated.
Fraud 15-007307 300 Block Owaissa Road, SE Between July 21 at 9:00 a.m. and July 29 at 4:41 p.m. A resident reported she was reviewing her credit report when she discovered another name was attached to the report. She also received a notification from her bank that an individual was attempting to attach her name to a credit card without her permission.
This case is being investigated.
Fraud 15-007257 Vienna Police Station 215 Center Street, South July 22 12:00 p.m. A resident reported he received a telephone call from the State Department Federal Credit Union alerting him to a suspicious charge on his credit card account.
The resident reviewed the charge and determined it to be fraudulent. The charge was made at a Safeway in Alexandria, Virginia.
This case is being investigated.
Suspicious Event 15-007139 100 Block Shepherdson Lane, NE July 23 5:00 p.m. A resident reported that as she was crossing the street in front of her home when a neighbor, whom she has had ongoing problems with, drove his vehicle aggressively past she and her children. She stated when she raised her hand at the driver he became irate and cursed at her.
The resident requested extra patrols in the area due to his aggressive driving.
Suspicious Event 15-007140 300 Block Maple Avenue, West July 24 between 1:45 p.m. and 6:00 p.m. A citizen reported that on two different occasions she returned to her vehicle and discovered someone had placed prescription pills on the door handle.
She requested extra patrols in the area.
Domestic Dispute 15-007138 Moorefield Creek Road, SW July 24 4:55 p.m. PFC Kiley responded to a residence after receiving a report of a mother and son involved in a heated argument. While in route to the residence he located the son walking on Nutley Street, SW. The son informed PFC Kiley he and his mother had been involved in an argument and he left the house.
PFC Kiley continued to the residence and spoke with the mother who confirmed an argument had occurred but no physical altercation occurred. Her son contacted PFC Kiley and informed him he was returning home.
Petit Larceny 15-007149 100 Block Lewis Street, NW Between July 24 at 7:00 p.m. and July 25 at 12:38 a.m. A resident reported someone had taken an antique scooter from her front porch.
Found Property 15-007142 Dominion Road at Ayr Hill Avenue, NE July 24 8:38 p.m. An unknown citizen responded to the Vienna Police Station to turn in a wallet that had been found.
The wallet will be held at the police station in the event the owner can be contacted.
Juvenile Case 15-007143 Hillcrest Drive, SW July 24 10:00 p.m. A resident reported that her son had left the residence in violation of court ordered house arrest. MPO Lyons located the juvenile at his girlfriend’s home and returned him back to his residence.
Telephone Case 15-007201 Trousseau 306 Maple Avenue, West July 25 2:20 p.m. An employee reported she received a telephone call from an individual claiming to be with the power company. The caller stated the power would be shut off to the business if the employee did not pay an overdue bill. The employee informed the caller her utility bills were up-to-date and not overdue.
She was informed this was a scam and no money was exchanged.
Runaway – Juvenile 15-007174 Hillcrest Drive, SW Between July 25 at 7:00 p.m. and July 26 at 12:11 a.m. MPO Seitz responded to a residence after a resident reported her son had left the house in violation of his court ordered house arrest. The resident stated her son may have been staying at his girlfriend’s home.
MPO Seitz and PFC Tracy responded to the girlfriend’s home where she stated she had not seen her boyfriend. MPO Lyons was checking the area and located the juvenile walking between two buildings. He attempted to approach the juvenile who fled on foot.
Case Update:
On July 26, 2015 Sgt. Farhan was informed the juvenile had returned home.
Missing Adult 15-007177 500 Block Walker Street, SW Between July 25 at 11:00 p.m. and July 26 at 4:47 a.m. A resident reported he had not seen his girlfriend since she left for work at 8:00 p.m. on July 25. He stated when his girlfriend did not return home he drove to her place of work and discovered her vehicle was gone.
This case is being investigated
Case Update:
On July 26, 2015 MPO Seitz observed the missing girl’s vehicle parked in front of her residence. He made contact with her and she informed him she had spent the night with a friend.
Grand Larceny 15-007185 100 Block Patrick Street, SW Between July 25 at 11:00 p.m. and July 26 at 12:49 p.m. A resident reported someone entered her vehicle and stole two GPS systems.
Vehicle Tampering 15-007186 1400 Block Ross Drive, SW Between July 25 at 11:00 p.m. and July 26 at 12:57 p.m. A resident reported someone entered her vehicle and rummaged through its contents. She stated there was no damage and nothing appeared to have been taken.
Arrest – Noise Violation 15-007179 500 Block Walker Street, SW July 26 8:02 a.m. PFC Kiley responded to the area after receiving a report of construction being performed on a home in violation of the Town of Vienna Noise Ordinance.
PFC Kiley spoke with one of the workman who stated he was aware of the ordinance. The 38 year old man from Sunny Ridge Court in Woodbridge, Virginia was issued a summons for Violation of the Town of Vienna Noise Ordinance.
After signing the summons he was released.
Arrest – Noise Violation 15-007180 1100 Block Cottage Street, SW July 26 8:20 a.m. PFC Kiley responded to the area after receiving a report of construction being performed on a residence in violation of the Town of Vienna Noise Ordinance.
Upon speaking with the individual in charge, he issued the 32 year old man from Nicol Lane in Manassas, Virginia a summons for Violation of the Town of Vienna Noise Ordinance.
After signing the summons he was released.
Arrest – Noise Violation 15-007182 700 Block Hillcrest Drive, SW July 26 10:24 a.m. PFC Kiley responded to the area for the report of a construction being performed on a residence in violation of the Town of Vienna Noise Ordinance.
Upon speaking with the individual in charge, he issued the 40 year old man from Lee Highway in Falls Church, Virginia a summons for Violation of the Town of Vienna Noise Ordinance.
After signing the summons he was released.
Lost Property 15-007198 Waters Field 130 Cherry Street, SE July 26 between 12:00 p.m. and 10:00 p.m. A resident reported he had lost his wallet and iPhone at Waters Field.
Medical Case 15-007189 Saratoga Way, NE July 26 6:43 p.m. A resident reported her elderly mother had become increasingly confused and angry at family members. The family requested she be transported to an area hospital for treatment.
Fairfax County Rescue personnel were summoned and transported her to an area hospital.
Lost Property 15-007190 Friendly’s Car Wash 540 Maple Avenue, West July 26 8:21 p.m. A citizen reported he had placed his cellphone on the bumper of another vehicle while he was at the carwash. He stated the driver of the other vehicle unknowingly drove off with his cellphone still on the rear bumper.
Arrest – Petit Larceny/Narcotics Violation 15-007214 Hair Cuttery 144 Branch Road, SE July 27 3:39 p.m. An employee reported a female customer entered the store and placed items from a display into her purse.
MPO Smith responded and confronted the customer who was in the process of getting her hair cut. While speaking with the female he located several items belonging to the Hair Cuttery in her purse. He also located suspected Heroin, drug paraphernalia and prescription drugs in her purse.
The 38 year old female from Carol Lane in Falls Church, Virginia was arrested and transported to the Fairfax County Adult Detention Center where she was charged with Possession of a Schedule I, II Controlled Substance, Possession of a Schedule IV Controlled Substance, Possession of Drug Paraphernalia and Petit Larceny.
She was held on a $2,500.00 bond.
Unauthorized Use of a Fire Hydrant 15-007238 Tapawingo Road at Glyndon Street, SE July 28 11:08 a.m. Sgt. Sheeran was on patrol when he observed an individual filling a water truck from a fire hydrant without the use of a meter, to measure the amount of water taken. The individual stated his employer usually supplies a meter, however, on this date he had not provided one.
Sgt. Sheeran spoke with the employer who stated he would cease filling the trucks until a meter was provided.
Grand Larceny 15-007255 ABC Liquor Store 436 Maple Avenue, East July 28 2:35 p.m. An employee reported a man and woman entered the store and absconded with several bottles of expensive liquor. The employee was able to provide the license plate information of the getaway vehicle.
This case is being investigated.
Suspicious Event 15-007250 400 Block Berry Street, SE July 28 2:39 p.m. A citizen, who was housesitting, reported an elderly man was sitting in the driveway and was refusing to leave.
Officer Herrera responded and spoke with the elderly man who stated he had been driving down the road when he struck the mailbox at the residence and broke his mirror. He stated he was not leaving until he received monetary compensation for the broken mirror.
Officer Herrera informed the man it was his responsibility to drive without crashing into fixed objects. The man left the driveway without further incident.
Natural Death 15-007300 200 Block Park Terrace Court, SE July 29 1:52 a.m. The sister of a resident arrived at his residence, after not hearing from him in several days, to find him deceased in his bedroom.
A detective will follow up with this case.
Suspicious Event 15-007276 300 Block Edwin Lane, NE July 29 5:00 a.m. MPO Shaw responded to a residence after the resident reported hearing noises in the basement.
MPO’s Shaw and Nelson searched the basement and the source of the noise could not be found.
Found Property 15-007284 500 Block Alma Street, SE July 29 9:56 a.m. A resident reported finding a backpack containing several pellet guns and ammunition for the guns, in the wooded area behind his home.
The backpack and guns will be held at the Vienna Police Station in the event the owner is identified.
Accident with Injuries 15-007320 Nutley Street at Roland Street, SW July 29 9:48 p.m. Sgt. Farhan was on patrol when he came upon a crash involving the operator of a moped and a vehicle. The driver of the vehicle stated the operator of the moped was traveling in front of his vehicle and weaving in the lane. The driver stated the moped eventually moved into the left lane and he attempted to speed up to pass when the moped swerved back into his lane and struck the side of his vehicle.
The operator of the moped refused to answer any of Sgt. Farhan’s questions or provide his account of the incident. The operator had sustained minor injuries from the crash and Fairfax County Rescue Personnel were summoned to treat those injuries. While attempting to speak with the operator Sgt. Farhan detected the odor of alcohol and the signs of possible impairment. Due to the unknown nature of his injuries the operator was transported to an area hospital for treatment.
This case is being investigated.
Petit Larceny 15-007329 600 Block Hillcrest Drive, SW Between July 29 at 11:00 p.m. and July 30 at 7:15 a.m. A resident reported someone had taken a sign, informing motorists to slow down, from her front yard.
Found Property 15-007332 100 Block Maple Avenue, West July 30 10:38 a.m. A resident responded to the Vienna Police Station to turn in a wallet he had found in the area.
The wallet will be held at the Vienna Police Station in the event the owner is located.
Arrest – Drunk in Public 15-007340 200 Block Cedar Lane, SE July 30 2:51 p.m.
Officer Lyons responded to the area after receiving a report of an individual sitting in a stairwell and refusing to leave. Upon her arrival she located the individual and determined he was intoxicated.
Officer Lyons arrested the 61 year old man from Cedar Lane, SE in Vienna for Drunk in Public. He was transported to the Fairfax County Adult Detention Center where he was to be held until he was sober.
