Vienna Police: Resident Reports 'Suspicious Man' on W&OD Trail
Also, a large number of residents are reporting instances of tax fraud.

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from April 17, 2015 – April 23, 2015. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

INCIDENTS
Grand Larceny 15-003852 500 Block Meadow Lane, SW Between November 01, 2014 at 12:00 p.m. and November 05, 2014 at 12:00 p.m. A resident reported he had opened an account at a Vienna branch of the Bank of America. The resident stated that a few days later he received a notice informing him his account had been overdraw.

Petit Larceny 15-003856 200 Block Lawyers Road, NW March 06 12:00 p.m. A resident reported UPS had delivered a package to his residence and left it outside. He stated when he went to retrieve the package he discovered it had been taken.
Fraud 15-003900 500 Block Follin Lane, SE Between March 15 at 7:49 a.m. and April 16 at 7:47 p.m. A resident reported their son’s identity had been compromised and used to open fraudulent credit card accounts and forge illegal prescriptions.
This case is being investigated.
Fraud 15-003897 1000 Block Moorefield Creek Road, SW March 18 12:00 p.m. A resident reported he was contacted by his credit card company inquiring about two suspicious attempts for purchases against his credit card.
The resident informed the credit card company the charges were fraudulent and the credit card was cancelled.
This case is being investigated.
Telephone Case 15-004034 900 Block Country Club Drive, NE Between April 06 at 12:00 p.m. and April 21 at 11:00 a.m. A resident reported her ex-boyfriend had been calling her, sometimes in excess of 30 times a day and harassing her. She stated that at times he threatens her and often uses obscenities although she requested several times he stop.
Officer Slebonick informed her of the warrant process should she wish to pursue charges.
Fraud 15-003863 Wells Fargo Bank 212 Maple Avenue, East April 11 5:30 p.m. An employee reported an employee from the Gamestop Store, in Vienna, dropped off their receipts for the weekend. Included in the receipts were six counterfeit $100.00 bills.
This case is being investigated.
Fraud 15-003902 900 Block Glyndon Street, SW April 14 3:00 p.m. A resident reported his accountant attempted to file his Federal Tax Return and was informed a tax return had already been filed using the resident’s name and Social Security Number.
The resident contacted the IRS and was informed to file a police report. This case is being investigated.
Fraud 15-003889 300 Block Roosevelt Court, NE April 15 between 9:00 a.m. and 4:00 p.m. A resident reported she received a telephone call from an individual claiming to work for a computer repair service and her home computer was in need of repair. The caller was able to persuade the resident to provide credit card information for payment of the repair. She also provided her passwords to access the computer.
The resident became suspicious when the caller informed her he was going to deposit money to her bank account.
The resident contacted her bank and had the account closed.
Fraud 15-003854 1100 Block Pekay Street, SW April 15 10:00 a.m. A resident reported she was informed by her tax accountant that someone had filed a fraudulent Federal Tax Return using her and her husband’s names.
This case is being investigated.
Fraud 15-003853 100 Block Casmar Street, SE April 15 11:45 a.m. A resident reported he attempted to file his Federal Tax Return and was informed a return had been filed using his name and Social Security Number.
This case is being investigated.
Fraud 15-004083 200 Block Audreys Court, SE April 15 12:00 p.m. A resident reported he attempted to file his Federal Tax Return using Turbo Tax and received a message that a return had already been filed in either he or his wife’s name.
The IRS informed him to file a police report.
Fraud 15-003886 700 Block Meadow Lane, SW April 15 12:00 p.m. A resident reported he received a telephone call from an individual claiming to be an employee of the IRS. The individual claimed the residents’ wife had not been paying taxes on a foreign property and was defrauding the IRS. The resident was informed to send an undisclosed amount of money via a disposable debit card or an arrest warrant would be issued.
The resident became suspicious and contacted the police instead of sending the money.
Open Door 15-003891 300 Block Nutley Street, SW April 16 1:50 p.m. An alarm company reported a residential alarm had been activated. Officer Tremont responded and located an unsecured door to the residence.
The residence was searched and nothing appeared to be out of place.
Narcotics Violation 15-003903 300 Block Nutley Street, SW April 16 9:27 p.m. MPO Nelson responded to a residence for a CPR in progress on an unresponsive individual, who may have ingested an illegal narcotic. Upon his arrival Fairfax County Rescue personnel were tending to the individual.
The individual was transported to an area hospital for treatment.
This case is being investigated.
Fraud 15-003916 100 Block Saint Bernard Drive, NE April 17 10:17 a.m. A resident reported his accountant had attempted to file his Federal Tax Return and was informed that a fraudulent return had already been filed in the resident’s name.
This case is being investigated.
Fraud 15-003926 300 Block East Street, NE April 17 4:34 p.m. A resident reported she attempted to file her Federal Tax Return and was informed by the IRS that a return had already been filed in her name.
She was informed by the IRS to file a police report.
Civil Dispute 15-003929 200 Block Lewis Street, NW April 17 8:53 p.m. Sgt. Sheeran responded to a dispute between a landlord and his tenant. The landlord stated he wanted the tenant to leave the residence as he had been intoxicated. The landlord agreed to refund the tenant’s rent if he left. The tenant stated he did not have enough money to move out until he received his paycheck.
The landlord agreed to give the tenant a partial refund and pay the remainder when the tenant moved out the next day.
Missile at a Dwelling/Destruction of Property 15-003930 200 Block Commons Drive, NW April 17 10:15 p.m. A resident reported someone had thrown a rock through the front window of his residence. He stated he was not aware of anyone that would want to target him in this manner.
The resident requested extra patrols in the area.
Suspicious Person 15-003958 W&OD Trail April 18 4:45 p.m. A resident reported that as she was riding her bicycle on the W&OD Trail she observed a black male looking at the females suspiciously. She stated as she passed him he had his hand down the front of his pants and was making noises.
She stated the man was described as a black male, approximately 50-60 years of age, wearing dark denim jeans and a red puffy coat with a beret style hat.
Police Officers checked the area with negative results.
Arrest - Driving While Intoxicated/Refusal to Submit to a Breath Test 15-003960 300 Block Center Street, North April 18 8:53 p.m. Officer Reedy responded to the area for the report of a single vehicle crash. Upon arriving he spoke with the driver who stated he was unsure how the crash occurred. During the crash the vehicle left the roadway, traveled up over a curb and struck a utility pole.
After further interaction with the driver, a juvenile, he detected the signs of possible impairment. After failing to complete a series of field sobriety tests he was transported to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for analysis.
After several failed attempts Officer Reedy issued him a summons for Driving While Intoxicated and Refusal to Submit to a Breath Test. He then contacted his parents who responded to the police station and took their son home.
Arrest – Driving While Intoxicated 15-003961 Church Street at Center Street, NE April 18 11:55 p.m. Sgt. Sheeran was on patrol when he observed the driver of a vehicle commit a traffic offense. As a result of that offense he conducted a traffic stop. Upon his interaction with the driver he detected the signs of possible impairment.
After failing to complete a series of field sobriety tests he arrested the 24 year old man from Arlington, Virginia for Driving While Intoxicated. The man was transported to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for analysis.
After the analysis he was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated. He was to be released when he was sober.
Missing Adult 15-003980 700 Block Kingsley Road, SW April 19 9:00 a.m. A resident reported she dropped her son off at church and he had not returned home by his usual time. Officer Tracy was on patrol in the area and located her son near Park Street and Locust Street, SE.
Officer Tracy took her son home and provided the family information about services available to help in this situation.
Suspicious Person 15-003978 Peterson Lane Park 575 Malcolm Road, NW April 19 1:43 p.m.
PFC Tracy responded to the area after a resident reported an individual had planted something in the park.
PFC Tracy located the individual who stated he had grown up in the area and was in town from out of state. He stated he had planted a tree in the park after his father passed away a couple years ago and the tree had died. He was in the area and decided to plant another tree in its place.
PFC Tracy informed him that without formal permission he could not plant trees in the park. The individual stated he would contact someone at Parks and Recreation to see if he could plant the tree in his father’s memory.
Suspicious Event 15-003982 100 Block Patrick Street, SW April 19 9:00 p.m. A resident reported a man and woman, in a neighboring home, had been verbally arguing. The resident stated he asked them to keep it down, however, the arguing continued. He stated he walked to the neighbor’s house after hearing the woman say “OW”. As he approached the house both the man and wife informed him everything was alright and they did not need the police.
The resident was returning to his residence when the man said something rude to him and he decided to make a report with the police department.
Officer Reedy responded and spoke with the man and woman who confirmed they had been in a verbal argument only. The man stated he was rude to his neighbor and would apologize when things cooled down.
Disorderly Conduct 15-003992 The Cedar Lane School 101 Cedar Lane, SW April 20 9:57 a.m.
Officers responded to the Cedar Lane School for the report of two students who were actively fighting. Upon arriving at the school the girls had separated, however, one student was attempting to leave the school grounds and was extremely agitated and irate. Due to her level of agitation she was placed in handcuffs until she calmed down.
The school will be handling this matter internally.
Fraud 15-003994 500 Block Orchard Street, NW April 20 10:50 a.m. A resident was informed by his accountant that someone had attempted to file a Federal Tax Return using his Social Security Number.
The Internal Revenue Service informed the resident to file a report with the police department.
Arrest – Assault 15-004000 McDonald’s 282 Cedar Lane, SE April 20 2:55 p.m.
A customer, a juvenile, reported that another individual in the restaurant began making comments about a white bandana he had been wearing. The individual stated that only Masters in Martial Arts, as in the movie Karate Kid, were allowed to wear a white bandana. The individual then began to strike himself in the face. The juvenile stated he felt frightened that the individual may have been provoking him into a fight.
The individual then sat on the juvenile’s arm as he was sitting at a table. MPO Shaw responded and after speaking with everyone involved he arrested the 35 year old man from Vienna for Simple Assault.
The man was transported to the Fairfax County Adult Detention Center where he was charged with Simple Assault and released on his signature.
Suspicious Event 15-004004 100 Block Yeonas Drive, SE April 20 4:34 p.m. A resident reported that an unknown female entered his residence, went into his kitchen and sat down at the kitchen table. The resident stated she looked like she had been crying but was not able to communicate due to a language barrier.
The female described as Hispanic approximately 25 years of age, 5”03, with black hair and eyes left the residence prior to the arrival of the police.
Suspicious Event 15-004003 600 Block Kearney Court, SW April 20 4:41 p.m. Officer Slebonick responded to the area for a report of a solicitor. After locating the individual Officer Slebonick informed him of the need to cease all solicitations until he obtained the proper Town of Vienna Solicitors Permit.
He agreed to stop until he obtained the permit.
Police Service 15-004005 James Drive at Desale Street, SW April 20 5:43 p.m. A citizen reported a female had come to his home, however, there was a language barrier and he was not able to understand what she wanted. MPO Vazquez located the female who stated she had been in the area asking people if they would take her to Falls Church, where she lived.
MPO Vazquez transported her to the Cedar Lane Shopping Center where she was able to contact her brother to pick her up.
Grand Larceny 15-004008 Cunningham Park Elementary School 1001 Park Street, SE April 20 between 9:00 p.m. and 10:27 p.m. A citizen stated someone had broken out a window to his vehicle and had taken the contents of his wallet.
This case is being investigated.
Animal Complaint 15-004014 Nutley Street at Tapawingo Road, SW April 21 5:16 a.m. Officer Digan received a report of an injured deer lying in the roadway. Upon arriving he determined the deer could not be saved.
Suspicious Event 15-004016 James Madison Shell 545 Maple Avenue, West April 21 7:00 a.m.
An employee reported that for the past two weeks an Asian male had been going in daily and using the restroom. The employee stated on this occasion he and another employee attempted to tell the man the restroom was out of order. He stated the man became angry and made the gesture of pointing a gun at the employee. The man left before the arrival of the police.
The employee stated he would like to have the man trespassed from the business. MPO Shaw informed him to call the Vienna Police Department if the man returned.
Juvenile Case 15-004030 The Cedar Lane School 101 Cedar Lane, SW April 21 10:15 a.m.
An employee reported a student had left the school property without permission.
MPO Shaw responded and located the student in the area of Cottage Street and Cherry Circle, SW. MPO Shaw transported the student back to the school where his mother responded to take him home.
Domestic Dispute 15-004027 Vienna Rexall 150 Maple Avenue, West April 21 10:23 a.m.
Officer Slebonick responded to the scene after receive a report that a woman had entered the store screaming for help. Upon arriving he located the woman and her husband. The husband stated his wife had suffered from a medical illness which causes her to become frustrated and agitated when she has difficulty communicating.
The husband stated they had been involved in a verbal argument however; no physical altercation had occurred.
Open Door 15-004032 100 Block East Street, SE April 21 10:46 a.m. A resident reported a neighbors door had been left open and requested officers respond to ensure the home had not been broken into.
Sergeants Sylmar and Reeves responded and searched the residence and found no evidence that forced entry or a burglary had occurred.
The door was secured prior to the officers leaving.
Animal Case 15-004078 8200 Cottage Street April 23 8:15 a.m. ACO Barker received a report that a citizen’s daughter had been bitten on the calf while waiting at a bus stop.
The bite and all the individuals involved live in Fairfax County. ACO Barker contacted a Fairfax County Animal Control Officer to follow up with this case.
Police Service 15-004084 Bank of America 235 Maple Avenue, NW April 23 5:30 p.m.
An employee reported he was attempting to retrieve money from the vault for a teller when the dye pack accidently exploded.
A Fairfax County Hazmat Team responded and vented the gases from the building.
