The shooting occurred around 8:30 p.m. on Nov. 14 in the 3700 block of Wharf Lane in Triangle. Residents in the area said they heard the gunshots that struck the victim. When police officers arrived, they found the victim lying on the ground, the police report said.
Officers said they provided first aid until the victim was taken to an area hospital, where he died from his injuries.
Investigators noted that gunshots also struck the nearby Linden Park Apartment Complex. Officers found cartridge casings in the street on Wharf Lane.
During their investigation, detectives reported that they executed search warrants in Spotsylvania County, but they have been unable to locate Terrell. The police department believes that Terrell and Smalls knew each other, and the shooting was not random.
On Wednesday, authorities said they would offer a $10,000 reward for any information that leads to Terrell's arrest and conviction.
