First, today's weather:

Here are the top three stories today in Mobile:
- Mobile Arts Council is hosting its first Spring Fling Paint Party. The event will be a fundraiser for its programming and outreach services. The fundraiser has been broken into two different sessions. The first session will be on May 28 from 6:00 p.m. to 9:00 p.m. The second session will be on May 29 from 2:00 p.m. to 5:00 p.m. (Fox 10 News)
- Mobile Mayor Sandy Stimpson wants to use the city's budget to fund city projects. The mayor is hoping to transfer $16.3 million from the general fund to finance projects for infrastructure, recreation, and public safety. The total surplus is about $145 million as of last month. (NBC 15 WPMI)
- Mobile County wants to develop an outdoor water park. The County Commission approved a $30,000 contract with Hotel & Leisure Advisors LLC for the park's development. The county would lease land off Halls Mill Road to a private company for a theme park. The county is also considering chipping in funds to build infrastructure for the park such as roads and sewers.
