(kpbs.org) — Encinitas residents face a high-stakes fight over the protected bike lane on Santa Fe Drive by San Dieguito Academy, as a state budget bill could block the City Council's plan to redesign it and force repayment of $3.09 million. City leaders argue emergency access and driver confusion demand a change, while Sen. Catherine Blakespear and bike advocates insist the existing protected lane is safer and should stay.

The program, backed by MiraCosta College and community sponsors, highlights teens' leadership, service, and resilience, and invites honorees to compete for scholarships awarded at the Chamber's Salute to Education ceremony next May.
