What Is Proposition 57? Voter Guide for 2016 California Measures

Proposition 57, the prison crowding reduction Initiative, has Democratic and Libertarian support and the opposition of the Republican Party.

LOS ANGELES, CA -- If it passes, Proposition 56 would allow earlier parole consideration for some nonviolent felons, authorize sentence credits for good behavior, rehab and education, and mandate that a juvenile court judge decide whether a juvenile will be tried as an adult.

Proponents say it will save taxpayers tens of millions of dollars, while opponents say it will result in the release of dangerous criminals.

The measure has the support of the Democratic, Libertarian and Green parties, Gov. Jerry Brown and a mixture of Catholic organizations. Proponents say it saves taxpayers millions, reduces prison crowding and provides a more effective approach to keep nonviolent offenders from reoffending.

Its opponents include the Republican Party and a wide swath of police unions and district attorneys.

  • "Authorizes Department of Corrections and Rehabilitation to award sentence credits for rehabilitation, good behavior, or educational achievements.
  • Requires Department of Corrections and Rehabilitation to adopt regulations to implement new parole and sentence credit provisions and certify they enhance public safety.
  • Provides juvenile court judges shall make determination, upon prosecutor motion, whether juveniles age 14 and older should be prosecuted and sentenced as adults for specified offenses."
