Drivers licenses and insurance

Hmm....When I travel to another foreign country I always carry my california Drivers License and get insurance before I drive what is the difference to others who are visting our country  regardless of how long they are here or what their legal status is?

We are compelling everyone to sign up for the new health care taxes and we can't get those who are not complying with the law to comply further.  All a state issued document woudl do is mask their illegalness!  People will still not buy insurance or register their cars until you tak ethem away.  The cars and the people who are here illegally.
