Bike Path Not Built To Bid Specifications, Not Even Close!
As I have been posting with photos, the new bike path isn't up to Codes. Now I got the Bid information it clearly shows the work wasn't done
As I have been posting the pictures tell the whole story. I have been emailing the City showing them the violations of the UBC Standards for Concrete Installations. So I filed a request for all the information about the contract. It took me 2 minutes to locate the Path Details from the Lump Sum Bid Job.
You can see the Cross Section shows what was supposed to be done.
On 10/17/2019 I sent a email to the City’s Manager telling them the contractor just Ground Out a 8’ Path in the Asphalt And started backfilling right away.

If you read addendum‘s #1,2, and #3, it gives more info about what was supposed to be done.
But if you read the Design Specifications done by Green Vally, they were very complete in details that the Contractor was required to do. GCC signed the Lump Sum Bid Contract with NO Exceptions.

First they were supposed to Dig up the 12” of Old Base rock, have a arborist Cut and remove all Roots to a depth of 18” from the top of Path Elevations.
Then they were to re-compact the top 6” of THE OLD BASE to 90% Compaction. THEY DIDN'T DO ANY OF IT.
Then they were supposed to install a layer of Geotextile fabric under the new PCC.
The Spec also shows #4 Rebars on 24” centers, WITH 6”X 6” WIRE MESH ON TOP. They only laid #4 Rebar on top of the Laterals every 8’. NO WIRE!
So by not doing what was in the contract they RAISED THE HEIGHT OF THE WHOLE PATH BY 6”.
They made it so the Fence Line will never Drain.
They didn’t install any Root Guards.
So the only thing I found wrong with the Spec Is where GVCE stated they were supposed to do the QA on the project. They didn’t. And they showed a 2’ wide, 6 to 1 SLOPPED, Compacted Shoulder. And they said to make it sloped 2% away from the Creek. First it’s not a Creek. It’s the Upper G Sections Stormwater Drainage Open Culvert. It contains Hydrocarbons, Lead, Benzene, and other Heavy Metals in the Deposited 2’ of Backed up Sediment. And 30 years of Vegetation growth.
So it should all drain to the Culvert because it’s all clear storm water run off.
So the use of PCC is Twice the Cost Of Asphalt Bike Paths, And you only get a 30% increase in Durability. And the costs to do any repairs are 3 to 4 times more to do.
All Bike Paths, Especially a Class 1 Multiuser Bike Path Require a 2’ Level, Compacted, Shoulder on each side. And it should have been 10’ wide at least. As I showed in my photos to you all the first Rain started to wash the Fines out of the EXPOSED Road Base. It will loose all its Structural Strength by the end of the winter. Should be Level, and Asphalt would hold up and is only a slight cost increase in material handling.
If your shoulders aren’t level and compacted and a person drifts Over the slightest bit while passing another person, the sloped Shoulder will make them run off the path, and into the open Drainage Culvert. AND IF ITS IN THE WINTER AND THE WATER IS FLOWING AT ITS HIGH RATE BECAUSE ITS ONLY OPERATING AT HALF THE CAPACITY DUE TO THE BACKED UP SEDIMENT.
The City and their Inspector were notified and allowed it to continue. So now I asked the SCAG to get some answers because they won’t respond to my reports.
