Creek Path REPLACEMENT Says It All! Old Path Wasn’t Removed!
The Contractor only Ground Out A 8' Path of the Old Asphalt, And Didn't Replace The Whole Asphalt, And None Of The Old Base Rock As Required
This is the email with photos I sent to the city when I went to see how they could choose a construction method that’s been proven to cost double the cost of Asphalt Bike Path Construction.
I found out they would try to use Base rock that didn’t meet Requirements for Proper Compaction. I also showed them that they didn’t remove the Whole Asphalt Bike Path, And they didn’t remove any of the Non Compacted Base And Sub Base Rock.
As the job progress I would send the City, Green Vally, And GCC And kept them all informed of the things that weren’t up to the UBC (Uniform Building Codes) in numerous ways. They never once responded to my emails. Which contained Photos and Code Requirements.

So now that the City And Green Vally allowed the Contractor to leave the old Path In Place. The whole job can’t be brought into Compliance.
It is also out of ADA Requirements, and won’t Drain or support Maintenance Equipment due to its 8’ Narrow size and the fact they didn’t remove the old dirt along the fences that holds water.

They should have removed it all and replaced it with a wide asphalt path with the proper compacted Base and Sub Base layers. Then replace the Broken Path with a new one with a 2% Slope to the Open Drainage Culvert.
And the Culvert haven’t been cleaned out in 25 years. The County came in Three years ago and did the first 100’ to the walking bridge and told the city, Mike Henderson that it is the City’s responsibility to keep their Open Stormwater Drainage Culvert Open And Remove the Hazardous Sediment deposited down stream. They haven’t.
By not removing the Sediment and Vegetation it causes the flow to come out of the Outlet at a faster Rate of flow.
This is Dangerous especially right next to the Elevated Playground and now in between a out of code Bike Path and the out of code Elevated Playground. The kids play in the creek when it dries up. It has Lead, Benzene, heavy metals and Stagnant water inside. I told them they need to at least put a 4’ High chain link fence around the first section by the Playground, and post signs to keep out.
So now when the rain comes, and the Playground Floods, the Creek Flows at a High rate, and the Skinny, Non Draining New Pike Path all show just how bad the City’s Actions have been, and just how much they care about its Citizens!

The work is described generally as removal of existing asphalt concrete pathway and replacement with new PCC pathway with C1. 2 aggregate base, minor pavement markings and striping, pruning of tree roots with root barrier installation, signage, and removal and replacement of curb ramps and associated appurtenances as shown on the plans and specified in the Specifications.
The Contractor must have a valid California contractor's license, a Class A or C-8 license. The Engineer’s estimate for this project is $1,000,000 and $1,200,000.

I hope you’re not paying full price for that road base. I don’t see the required amounts of solids in your sub base that’s being used for the new bike paths. Looks like it’s about 75% dry dirt, and dust. They probably couldn’t get rid of it anywhere else. You can see the comparison between the old sub base rock and what they’re putting down as the new base No dust control, no moisture content on dumped fill. Also there are a few areas that don’t have the proper compaction and I wonder if they’re just gonna cover it up today. You can see the wet areas, they’re not gonna have proper compaction, so if they’re not fixed, it will degrade and crack later on. Your man’s out there why aren’t they doing it right?
So a quick Design Change because the whole path is to high. So your attempt to fix the area where the New Path that is 6” too high and will make the slope on the connection to the Street and Sidewalk won’t conform with ADAs Required Access to the Path, and will send them out into the street in their Wheelchairs! It will send Unsuspecting Toddlers down the hill and into the street. Scooters have no breaks, Tricycles don’t take corners well, so they will flip while trying to turn going down hill. So let’s not keep up with the coverup, and do it the way it was Designed, Surveyed, Mapped, Bid Out, Allowed to not remove old base rock and install proper Rebar Cross Pieces That DONT Lock over the Outside runs.
They didn’t even know the 2’ Compacted, level Shoulders were required. If they did, they would have remove the soils along the Fence Line. It’s not stable enough to compact, or add a Compacted Shoulder to. And in the long runs there will still be areas holding Stagnant Water.
So let’s fix it once!
