"The pedestrian victim was thrown into the air and landed near a driveway on the east side of Stony Point Road," Gloeckner said.
The Cruze driver immediately stopped his car just north of where he collided with the victim, the sergeant said.
Burns was pronounced deceased at the scene.
The fatality resulted in a several-hour closure of northbound Stony Point Road south of Hearn Avenue.
Witnesses including the driver told police Burns was not using a designated crosswalk when he was struck, according to police.
Gloeckner said the 18-year-old driver was interviewed at the police department and is fully cooperating with police. Investigators said he was not impaired at the time of the crash.
An autopsy will be performed, the results of which will indicate whether drugs or alcohol may have been factors in Burns' actions at the time of the collision, according to police.
Gloeckner said anyone with further information related to the collision investigation should contact SRPD Officer Kenneth Ferrigno at 707-543-3636.
