Effective May 8, 2015, the City of San Bruno will begin enforcement of a point-of-sale requirement for sewer lateral inspections. PRIVATE SEWER LATERAL GRANT PROGRAM

The private sewer lateral is that portion of sewer system, beginning at the junction with the house plumbing system, usually located two (2) feet from the foundation wall of the building, and extending to and including the connection to the public sewer main or cleanout. The private sewer lateral is the responsibility of the property owner, who is therefore responsible for all costs relating to the installation, connection, maintenance, repair, reconstruction, or alteration of the sewer lateral.

Private sewer laterals are often a significant source of infiltration and inflow of additional water. The Private Sewer Lateral Grant Program provides funds to private property owners to replace defective sewer laterals. Property owners are encouraged to take advantage of the grant opportunity to avoid future costly sewer failure or sewer back ups.

The San Bruno Private Sewer Lateral Grant Program is available for property owners within the Sharp Park Basin (see map below).

The program provides 50% matching grant funds to video inspect the lateral up to $150. If the private sewer lateral is determined to be in defective condition, the City will provide 50% matching grant funds up to $1,700 to repair or replace the private sewer lateral.

To participate in the program, hire a contractor of your choice to video inspect the private sewer lateral. The contractor must be licensed by the California contractor State License Board as a Class A, B, C34 and/or C36 contractor. Submit the video to the City for evaluation with the submittal form. The City will review the video and evaluate the condition of the lateral. If the City determines that the lateral is defective, you are eligible for the grant funds to repair or replace the lateral. Hire a contractor of your choice to complete the work. The contractor is required to obtain a building permit to complete the work and retain a City business license. Once the work has been completed, submit the reimbursement request form.

This grant program is partially funded as part of the settlement of an enforcement action by the Regional Water Quality Control Board against the City of San Bruno.
