Fatal Collisions In Marin County Highlighted By Public At Council Meeting
There are public calls for immediate road safety improvements following another fatal pedestrian collision.
SAN RAFAEL, CA — Following the death of a 19-year-old woman in San Rafael, members of the public spoke at length about road safety during Tuesday’s city council meeting.
In particular, the public comment section was filled with concerns following the recent death of Lucia Jennifer Blandina Sontay Vicente, who was hit by a car while walking in the city. Speakers referenced other tragic accidents and pointed out dangerous traffic spots.
“I’m here to talk about the death on Point San Pedro last week, [I'm] very concerned that we had another incident in our city,” said Dave Rhodes, a San Rafael resident. “We’ve got to prioritize making our roads safer.”

Several others, including a local teacher, described how students and school staff feel unsafe crossing busy intersections or walking on narrow sidewalks near schools.
Other community members discussed ongoing efforts, like the city’s Vision Zero resolution — which sets a goal of eliminating traffic deaths — and asked the council to be more proactive.

“Pedestrians walking 85 feet on a crosswalk with no refuge will kill [with current speed limits],” said city resident Joe Morgan, citing recent accidents and calling for concrete changes such as lower speed limits.
The council acknowledged these comments and noted that traffic and pedestrian safety are ongoing concerns.
City staff mentioned recent and planned improvements, including targeted enforcement, updates to crosswalks, and dedicated funds for safety projects.
The conversation is expected to continue at future meetings as residents press for faster improvements.
