Residents in part of San Bruno are eligible to vote for David Canepa for Supervisor in District # 5.
This is the first of I hope numerous articles by the candidates running for San Mateo County Board of Supervisors in District #5 which includes the communities of Brisbane, Colma, Daly City, San Bruno (north of Sneath lane and west of Interstate 280), South San Francisco (east of Junipero Serra Boulevard and north of Hickey and Hillside Boulevards), and unincorporated Broadmoor Village.

In November 2016 voters in San Mateo County Supervisor District 5 will have the opportunity to elect their District Supervisor.
David Canepa is currently a Councilman for the City of Daly City (which is in Supervisor District #5) and he has started campaigning for the District Supervisor’s #5 position.

In order to let those San Bruno residents who reside in County Supervisor District #5 know about their candidates, I have provided Mr. Canepa with a few questions that voters may want to consider as they begin to decide if they will support David, work on David’s campaign, and or eventually vote for David in the November 2016 election.
My Questions and David’s Answers follow:
Q#1 - What background characteristics will make you a good Supervisor?
David Canepa’s Answer: Northern San Mateo County is a very special place for me, and I am a proud native son of San Mateo County. My wife, and I have chosen to make Daly City our home, and we are proud to live, work, and plan to raise a family in such a place. In fact, I am a fourth generation San Mateo County resident. I was born at Seton Medical Center, raised in San Mateo County, and later graduated from Skyline College, and the University of San Francisco. I decided early on in my career that public service was my calling, and I have worked on behalf of residents at various levels of local and state government.
As a San Mateo County resident I have a deep affection for, and a strong commitment to the County in which I have spent most of my life. I serve on the Board of Directors of the San Mateo County Historical Association, and I sit on the Leadership Council of Starvista, which helps provide support services to families in San Mateo County.
Q#2 What accomplishments give you the background to be a good Supervisor?
David Canepa’s Answer: The citizens first elected me to the Daly City Council in 2008. I was overwhelmingly reelected in 2012, and I served as Daly City’s Mayor in 2014. My experience in serving San Mateo County residents is diverse and wide ranging. In addition to serving on the City Council, I currently serve as Vice Chair of the San Mateo County Transportation Authority (Representing San Bruno, South San Francisco, Brisbane, Colma, Pacifica, and Daly City), and I serve as a Director of the Bay Area Air Quality Management District representing all San Mateo County cities. Additionally, I have been serving on the City/ County Association of Governments(C/CAG) for the last seven years.
Q#3 What is the TOP problem that you as a Supervisor will work on to fix and WHY?
Q#6 What do you expect to accomplish in your First 100 Days As Supervisor?
David Canepa’s Answer: As our local economy continues to rebound, we must be diligent about managing the challenges of increased growth, and development, traffic congestion, and a higher cost of living. It is critical that our youth, young families, and seniors have the safety net to succeed.
I am running to bring my track record of success to the San Mateo County Board of Supervisors to develop common sense policies and partnerships that deliver important services to the people of our County.
My priorities include:
Investing in our Public Schools
Expanding program for seniors
Aid for at-risk youth
Growing our local economy, and creating permanent jobs
Fighting to protect Seton Hospital from closing
Creating housing for seniors, veterans, and young families
Reducing traffic congestion through enhanced shuttle service Repairing transportation infrastructure, and improving Caltrain
Q#4 What will you do as Supervisor to improve the County’s infrastructure?
David Canepa’s Answer: Since serving as the Vice Chair of the San Mateo County Transportation Authority, I have been fortunate to be a part of the many exciting projects happening throughout San Mateo County. They are:
This $147 million project elevated the Caltrain tracks above three existing at-grade street crossings in San Bruno.
The proposed project will remove the existing four-lane Broadway overpass and construct a new seven-lane overpass.
Pedestrian and Bicycle Projects
As we begin to secure livable and walkable communities for seniors and our youth, the San Mateo County Transportation Authority has allocated over one million dollars to Northern San Mateo County cities for Pedestrian and Bicycle projects.
Shuttle Funding
As a member of the both the SMCTA and C/CAG, I have had the opportunity to make funding decisions for shuttle service to residents of San Mateo County by funding shuttle service through Measure A and C/CAG funding to $6,728,862. This funding allows cities throughout San Mateo County to provide shuttle services to their communities as well as to commuters. It also helps those who have mobility issues or whose communities need an east to west connection.
Caltrain Electrification
A recent accomplishment, I have been able to represent San Mateo County at the Bay Area Air Quality Management District and have been able to advocate for $20 million in funding for the electrification of Caltrain. While this has passed the Mobile Source Committee which I am a proud member, the BAAQMD’s Board of Directors will be voting on this item at our next meeting. According to Caltrain, the benefits are that the Caltrain Modernization Program will electrify and upgrade the performance, operating efficiency, capacity, safety and reliability of Caltrain’s commuter rail service. The Caltrain Modernization Program is scheduled to be operational by 2020.
Q#5 What will you do as Supervisor to increase funding and support of the County schools?
David Canepa’s Answer: I believe San Mateo County can play a critical role in making sure every school in San Mateo County has an afterschool Community Learning Center. This center would offer health services, counseling, after-school programs, nutrition classes, parent and family engagement programs, early childhood education, career and college access services, youth development activities, mentoring, and arts programming to all San Mateo County students. This investment in our children is paramount to creating future leaders. Of course a program of this magnitude does not exist unless you have a partnership with the San Mateo County Office of Education, and the various school districts.
As a member of C/CAG (City County Association of Governments) we have created a partnership with the San Mateo County Office of Education on Safe Routes to Schools. According to the C/CAG website, the overall program goal includes encouraging and enabling school children to walk, bicycle, carpool, and utilize transit as means of getting to school. To facilitate achievement of this goal, schools are supported with the implementation of projects and activities that decrease traffic congestion around school sites, reduce school related travel emissions, and improve the health, well-being, and safety of the student.
Q#7 What has been the BIGGEST mistake the current Board of Supervisors has made that needs fixing and WHY?
David Canepa’s Answer: For my two terms in office, I have had the opportunity to work with our Board of Supervisors on various regional initiatives. My experience has been that they are serious legislators who have enacted laws which make our county stronger. If elected, I look forward to continuing our partnership in serving San Mateo County so we can deliver the best possible services to our residents.
