Russell Library, Middletown CT's public library, has three jobs available: Chief Administrative Officer, Custodian, and Security Officer.

CHIEF ADMINISTRATIVE OFFICER
Russell Library has an exciting new position for a responsible, experienced administrative leader to join the executive leadership team charged with growing an innovative, sustainable public library in the great city of Middletown, CT.
Reporting directly to the library director and chief executive officer (CEO), the Chief Administrative Officer (CAO), in partnership with the CEO, is responsible for the implementation of Russell Library’s financial management and sustainability strategy and for the operating plans to meet the Library’s over-arching strategic goals. In addition to the strategic components, the CAO is charged with developing and implementing more sophisticated policies and procedures for functional areas of the organization: finance HR, technology, safety, and security. The incumbent is responsible for all capital projects and building operations. The CAO will be engaged in creative problem-solving and change management to shape the future of our mission-driven Library.

The CAO and the chief public services officer will bring together IT and public services departments to lead the development and delivery of Russell Library’s digital strategy, and to manage and maintain a strong, flexible and forward-looking technology infrastructure which will ensure that the Library’s strategic priorities can be realized.

The skills and knowledge required would generally be acquired with an MBA (although other academic credentials coupled with work experience in a similar role in a municipality, non-profit, or public library may be acceptable) and four to six years of progressively responsible managerial and leadership experience, including two to four years in the supervision of a complex organization. Desired knowledge, skills and abilities include: experience developing and administering budgets; strong oral and written communication skills; customer focus and excellent public relations skills and the ability to build trust and effective partnerships; a commitment to developing others, facilitating change, building successful teams and leading through vision and values; business acumen and strategic decision making ability..
The CAO performs professional, managerial, and administrative work of a highly responsible nature in directing and coordinating the activities of the library’s work. With considerable independent judgment, discretion, and initiative, this position develops plans and implements services and activities to meet present and anticipated community needs.
This position ensures the highest level of service is provided by staff to all customers.

Security Officer
Property Management and Security Department
Russell Library has an immediate opening for a full-time security officer. We are seeking a responsible, experienced security person to ensure the safety and security of the Library’s buildings and grounds for use by staff, patrons, and visitors.
Duties include (job description is attached):
· Patrols all areas of Library buildings, parking lots, and access ways, and secures staff parking lot at end of work shifts. Routinely checks video security system, alarm system, lights, and equipment
· Maintains high visibility by patrolling in public areas to keep order, to deter inappropriate behavior, and to assist the public by ensuring a safe, reasonably quiet and comfortable environment. Provides assistance to patrons by giving directions, and referring inquiries to appropriate staff members.
· Escorts patrons or staff members to cars in adjacent parking lots or spaces as requested. Assists elderly or disabled persons as necessary, i.e. carrying books or materials to vehicle, opening doors, or providing other assistance needed. May provide relief to stricken or injured persons until medical assistance arrives. Checks young children to ascertain the presence of a parent or caregiver, and contacts families of unattended children to be certain children leave safely.
· Monitors violations of the Library Code of Conduct. Advises customers of inappropriate behavior that may result in further action and possible loss of Library privileges. May counsel customers who have caused problems to avoid further action and possible loss of Library privileges.
· Performs crowd control duties for Library programs or special events. Works closely with Middletown Emergency Services City Fire and Police when necessary at events and in emergency situations. Disperses groups if easy access to buildings or facilities is hindered.
· Prepares incident reports and establishes and maintains files on daily activities and administrative matters. Conducts security orientation for all new employees to ensure understanding of safety and security procedures. Prepares reports as necessary regarding security concerns to the director of property management and security.
Minimum qualifications required:
The skills and knowledge required would generally be acquired with graduation from high school and two years of security guard, police or youth protective services work experience, or an equivalent combination of education and experience. Must be able to pass criminal background check and physical examination. A Connecticut Motor Vehicle Operator’s license is desirable. CT Guard Card is required. Certification in First Aid, CPR, and AED is desirable. Preference given to valid LEOSA (Law Enforcement Officers Safety Act) card holders.
This is a full-time union position that requires a 35 hour workweek. The workweek is Monday through Saturday. Some Saturday work is required. Sunday work is voluntary Minimum hourly rate: $19.71

Library Custodian I
Property Management and Security Department
Russell Library has an immediate opening for a full-time custodian. We are seeking a responsible, experienced person to work with a custodial and maintenance team to ensure the cleanliness and serviceability of the library facilities and exterior spaces.
Duties include (job description is attached):
· Maintains facilities, adjacent walks, and grounds in a clean and safe condition. Opens and closes buildings according to schedule; and checks offices, closets, and other closed areas at beginning and end of shift to note any vandalism or forced entry
· Cleans rooms, hallways, rest rooms, locker rooms, offices, and stairways. Uses brooms, mops, and floor equipment to sweep, mop, and strip and wax floors. Uses vacuum cleaners to clean rugs, carpets, upholstered furniture and blinds.
· Dusts furniture and equipment and washes walls, ceilings, windows, doors and sills. Washes exterior windows. Empties wastebaskets, replenishes rest room supplies, and replaces light bulbs. Carries out minor emergency plumbing, electrical and carpentry repairs. Prepares and paints walls and other surfaces.
· Sets up and tears down chairs, tables and equipment in meeting rooms. Prepares rooms for use by public and private organizations. Picks up and delivers supplies, materials, and equipment from loading dock to store room or area. Moves furniture, files and equipment within building.
· Clears snow from entrances and walks and apply ice melt. Uses snow blower and shovels to clear snow from entrances and walks. Uses power mower, weed whacker, leaf blower, rakes, shovels and hand tools to maintain grounds. Performs routine maintenance on equipment and makes minor repairs. Observes safety procedures and wears protective clothing and equipment as necessary.
Applicants should have be a high school graduate (GED acceptable) and two years of custodial or building maintenance experience, including semi-skilled maintenance tasks. Must be able to pass criminal background check and physical examination. The successful candidate must have a valid Connecticut Motor Vehicle’s license.
This is a full-time union position that requires a 35 hour workweek. The workweek is Monday through Friday. Some Saturday and Sunday work is required. Minimum hourly rate: $18.26
