MILFORD, CT — The Milford Planning and Zoning Board on Tuesday approved a site plan for a large mixed-use redevelopment at 474-88 Wheelers Farm Road.
The vote marks the final step in a two-phase approval process tied to the city’s Adaptive Reuse Design District, which the board established for the property in July 2024 following a public hearing and preliminary plan approval. Tuesday’s action did not involve a public hearing and focused solely on whether the site plan complies with regulations.
Plans call for transforming the underutilized office park on a 47-acre property into a mixed-use campus featuring residential, commercial and recreational components. The development includes 512 housing units, consisting of 364 multifamily apartments and a 150-unit age-targeted building for residents 55 and older. A 15% affordable housing component is required and will be distributed across the development, representatives for the developer said at the meeting.
The proposal also retains two existing office buildings, which are being renovated to include amenities such as co-working space, a fitness center and a “grab-and-go” retail area. A restaurant space is also planned but has not yet been leased.
A central green, walking trails and extensive recreational amenities are planned across the site, along with a clubhouse featuring a pool, fitness areas and gathering spaces. Developers said the final plan remains largely consistent with the version approved in 2024, with some modifications including reduced building heights and reconfigured layouts to improve open space and site flow.
Infrastructure upgrades are also part of the project, including installation of a new sewer pump station, replacement of on-site utilities and modern stormwater management systems designed to meet current environmental standards.
Several board members raised concerns during the meeting about ensuring clear documentation of how affordable units will be distributed. The board ultimately added a condition requiring submission of a formal affordability plan to staff.
The site plan was approved by majority vote after that amendment.
Developers said they hope to begin construction later this year, with buildout expected to take approximately three years.
