New London Officer Fired After 4 Arrests, City Says

The firing is due to "off-duty incidents that have resulted in criminal charges and egregious violations" of police policy, the city said.

NEW LONDON, CT — An officer arrested four times in a domestic violence case has been fired.

Julio Gil-Martinez, 29, was most recently arrested in March and charged with first-degree stalking and violation of a protective order, according to WTNH News-8. He is accused of showing up at the victim's home, places of work, and other places.

Gil-Martinez was also charged another time in March with violation of a protective order. He was previously arrested in November and January in the ongoing domestic violence case.

The arrest comes following two investigations into Gil-Martinez's conduct.

Mayor Michael E. Passero announces the termination of employment of former New London Police Officer Julio Gil-Martinez for just cause. It is effective immediately for several off-duty incidents that have resulted in criminal charges and egregious violations of the New London Police Department’s General Duty Manual.

The city took these actions after completing two extensive internal investigations into the former police officer's recent off-duty conduct and his untruthfulness during the investigations, in compliance with state labor laws, city policies, and the collective bargaining agreement.

Unfortunately, these off-duty actions demonstrated an apparent disregard for his oath of office and the standards of conduct expected of police professionals, both on and off duty. It was that conduct that compromised the integrity of the police department and fostered alarm, distrust, and misgivings within the New London community, thereby undermining the authority of the dedicated and hardworking men and women of the New London Police Department.

We believe in the outstanding work and efforts of the New London Police Department, which is committed to earning, maintaining, and respecting the trust, authority, and confidence of our community. This action is taken for just cause and will restore integrity, enabling Police Chief Brian Wright, the Command Staff, and Department personnel to move beyond the unnecessary distractions caused by his actions and refocus on public safety and quality of life issues in our community.
