7 Arrested After Norwalk Drug Investigation: PD

Police were investigating the sale of heroin

NORWALK, CT — Seven people were arrested after a police investigation into the sale of drugs on lower Ely Avenue, according to police.

Police conducted Operation Nip Tuck on Sept. 14. Two individuals were seen purchasing heroin at different times from Charles Tuck and Roberta Tuck-Singh, police said. Both were arrested along with purchasers James Higgs and Andrew Hoffkins.

At 12:05 p.m., officers arrested Roberta Tuck and Richard Tuck on lower Ely Avenue. Richard Tuck was arrested in connection with the above-described warrants. In addition, Angelo Ciotti, who was standing with Richard Tuck at the time of Tuck’s arrest, admitted to being in possession of a single package of Suboxone, which was not prescribed to him. Ciotti, too, was placed under arrest. Twenty-three bags of Fentanyl-laced heroin were recovered at the scene.

Simultaneously, a separate team conducted a moving surveillance on Charles Tuck, who was arrested during a car stop on Connecticut Avenue at Van Buren Avenue. Tuck’s passenger, Yolanda Williams, was also arrested after officers located seven bags of heroin in the vehicle. Williams’ 18-month-old child was in the vehicle at the time of her arrest. Special Victims Unit Detectives brought the child to police headquarters, where the child was released into the custody of the Connecticut Department of Children and Family Services.

Charges: Four counts Sale of Narcotics and Conspiracy to Commit Sale of Narcotics for prior drug sales. Possession of Narcotics, Possession of Narcotics with Intent to Sell and Risk of Injury to a Minor for his arrest on September 14, 2017.


Arrested: Yolanda Williams, 26 of 58 Woodward Avenue
Charges: Possession of Narcotics, Possession of Narcotics with Intent to Sell and Risk of Injury to a Minor


Arrested: James Higgs, 51 of 60 Aiken Street Norwalk
Charges: Possession of Narcotics and Possession of Narcotics within 1500’ of a School


Arrested: Andrew Hoffkins, 30 of 42 Ledgewood Drive Norwalk
Charges: Possession of Narcotics and Possession within 1500’ of a School


Arrested: Angelo Ciotti, 53 of 14 Park Hill Avenue Norwalk
Charges: Possession of a Controlled Substance and Possession of a Controlled Substance within 1500’ of a School.
All arrestees were given a court date of September 26, 2017
