Rocky Hill Apartment Owners To Pay $5 Million To Residents, AG Says

Hundreds of residents who had to vacate their apartments due to safety issues will be provided compensation.

ROCKY HILL, CT — Attorney General William Tong announced that the owner of a Rocky Hill apartment building will provide $5.1 million in relief for tenants.

The agreement between the attorney general's office and JRK Property Holdings, the company that owns the 544-unit Concierge Apartments, is intended "to provide meaningful financial relief and concessions to residents and to address health and safety concerns at the property," according to a statement from Tong.

A second agreement is being negotiated as well, which will address ongoing inspections and accountability measures at the property as well as communication between management and residents.

Tong launched an investigation into the apartments earlier this month. The apartment buildings have had "exceptional health and safety violations," according to the statement.

One major issue was frozen and burst pipes at the complex. Hundreds of residents had to vacate the apartment building earlier this month.

"Still today, hundreds of Concierge residents are living in hotels, some far from their community, their jobs and schools," Tong said in the statement. "The work required to address years of neglect and mismanagement will cost millions upon millions of dollars."

For tenants in the three buildings who were displaced the longest, management has committed to providing cash payments of $1,100 to $1,700 per unit, depending on the number of residents.

Concierge will provide three months of free rent and a one-month waiver of February water bills and utility fees charged by the property, according to the statement. These residents will also have the opportunity to break lease with no penalty.

Residents in two other buildings will be provided a cash payment of $500 per unit, one month of free rent, and a one-month waiver of February water bills and utility fees charged by the property.
