Stamford Police ID Driver in Double Fatal; Seeking Public's Help in Locating Her

The woman is believed to have caused the Nov. 7 crash that killed a Stamford man and a woman from Cos Cob; she fled the scene.

Stamford Police have identified the woman they believe was the driver who caused a Nov. 7 crash on the city’s West Side that fatally injured two people.

On Friday, the department’s Collision Analysis and Reconstruction Squad announced the department is offering a $500 reward for information locating or leading to the arrest of Felicia D. Burl, 32, a woman with an extensive criminal record that dates back to 2005.

“Felicia Burl is suspected of being the driver who fled the scene of a double fatal motor vehicle crash in Stamford. ... Burl is known to have relatives and frequent Bridgeport as well as Stamford,” police said in a statement.

Police said they have not obtained an arrest warrant yet but they believe she is the driver of a 2002 Nissan Altima that sped through a red light and slammed into the 2007 BMW station wagon driven by Cos Cob resident Anthony Andriulli. His wife Judith was in the passenger seat and was critically injured when the Nissan broadsided the station wagon as it passed through the intersection of West Main Street and Alvord Lane, near the Old Greenwich border. The Nissan was southbound on Alvord Lane and the BMW was westbound on West Main Street, according to police.

Stamford Fire and Rescue crews had to cut the Andriullis from their vehicle. Judith died of her injuries several hours later at Stamford Hospital where her husband was treated for several fractures.

The passenger in the Nissan, identified as Stamford resident Nixon Henry, 50, who also owned the vehicle, was not wearing a seatbelt and was ejected from the car, landing in the roadway with fatal injuries, police have said. Burl is believed to be the female driver who fled from the scene, running towards Old Greenwich.

Burl is described by police as being five-foot-five to five-foot-six, weighing 125 to 140 pounds, with brown hair and brown eyes. According to the Connecticut Judicial Branch website, Burl has a criminal record dating back to 2005 with numerous convictions for narcotics possession, sixth-degree larceny, escape, hindering prosecution and reckless endangerment and has served several jail sentences.

Mr. Henry’s funeral is being on Saturday, Nov. 15. Services for Judith Andriulli have not been announced.
